We are currently working with ESCA, the European Composer and Songwriter Alliance, with CIAM, which is an international association, and with Latin America and the United States through an association called the Music Creators of North America.

− (PT) Despite the careful drafting of the present resolution, it is difficult to disguise the underlying desire for a Global Biregional Partnership and for the European – Latin American Zone of Global Interregional Partnership to be the embryo of a future free trade zone (with the free circulation of goods, services and capital), allowing the EU to promote Latin American integration in its own image and respond to the ambitions of its major financial and economic groups (see the objectives of the Association Agreements between the EU and the countries and regions of Latin America, such as Mexico and Chile).

The European Commission brought out a communication positing both regions of Latin America as global players and partners, and negotiations on association agreements are now well under way. I cannot help but stress the strategic importance of good relations with Latin America.

31. to provide the process of negotiations for the FTA with CAN with greater legitimacy by means of increased transparency and greater participation on the part of all EU stakeholders, including the relevant actors in civil society, the social partners and economic operators in the two regions; in this connection, to pledge its support for the establishment of the Euro-Latin American Parliamentary Assembly, comprising Members of the European Parliament and of the Latin American integration parliaments, including the Parlandino, as the parliamentary institution of the bi-regional strategic partnership responsible for the parliamentary control and monitoring of the Association Agreements concluded between the two regions.

The opening session will feature, inter alia, Erkki Liikanen, European Commissioner for Enterprise and Information Society, Alejandro Toledo, President of Peru, Eduardo Iriarte Jimenez Peruvian Transports and Communications Minister, Sergio Busetto, Italian Ambassador in Peru representing the EU Presidency, and Luis di Benedetto, Chairman of the association of Latin American telecom operators.

7. Calls on the Commission and the Council to consider the creation of a bi-regional solidarity fund, as proposed by the European Parliament in its report on the Global Association with Latin America, since the mechanism could prove useful in situations such as the present one; also reiterates its call for the establishment of a bi-regional association and a joint EU/Latin America strategy covering the whole region geographically;
7. demande à la Commission et au Conseil d'examiner la création d'un Fonds de solidarité birégional, comme l'a proposé le Parlement européen dans son rapport sur l'association globale avec l'Amérique latine, mécanisme qui pourrait s'avérer utile dans des situations comme celles qui se présentent actuellement; réitère également son souhait de voir se mettre en place une association birégionale et une stratégie commune de l'UE avec l'Amérique latine assurant la couverture géographique de l'ensemble de la région;

11. Calls upon the Commission, in view of the 3rd EU-Latin America Summit to be held in Mexico in May 2004, to outline the follow-up it intends to give to the initiative on setting up a Bi-regional Solidarity Fund, within the framework of reinforcing co-operation with Latin America through association agreements in the perspective of an association strategy for the whole region, as proposed in the European Parliament's resolution of 18 December 2003 on the draft general budget of the European Union for 2004 as amended by the Council;
11. invite la Commission, au vu du troisième sommet UE-Amérique latine qui doit se tenir au Mexique en mai 2004, à exposer dans les grandes lignes le suivi qu'elle entend donner à l'initiative visant à établir un fonds de solidarité birégional, dans le cadre du renforcement de la coopération avec l'Amérique latine par des accords d'association s'inscrivant dans la perspective d'une stratégie d'association pour l'ensemble de la région, comme l'a proposé le Parlement européen dans sa résolution du 18 décembre 2003 sur le projet de budget général de l'Union européenne pour l'exercice 2004 tel que modifié par le Conseil;

The European Commission has approved a 13,332,000 ECU financial aid in favour of the "Latin America against Cancer" programme which will be cofinanced with the Spanish Association against Cancer.
