Welcomes the efforts of the United States and of all the other contributing states to support the Iraqi national and local authorities in their fight against IS, to stop the advance of IS and to facilitate access for humanitarian support; welcomes the call by the USA for an international coalition against IS, which is building up; welcomes the decision reached by the Arab League on 7 September 2014 to take the necessary measures to confront IS and cooperate with international, regional and national efforts to combat militants in Syria and Iraq, and to endorse UN Security Council resolution 2170 (2014); calls on the Arab League to discuss amending the Arab Convention for Fighting Terrorism of 1998 so that it can challenge global terrorism by all means;

Those three conditions were quickly met. The clear need was obvious when the regime stepped up the violence against its own people. The legal base was provided when the UN Security Council agreed the landmark resolution on Libya a few days after the European Council meeting. Regional support was immediately forthcoming from the Arab League.

In the field of cancer prevention, the campaign against smoking qualified for top priority. Three proposals, put forward in the run up to 1992 (completion of Internal Market) have been put before the Council by the Commission: one recommends the alignment of taxation of manufactured tobacco; a second aims at harmonizing the labelling of tobacco products, and the third seeks to harmonize national legislation concerning the maximum tar content of cigarettes (15 mg by the end of 1992 and 12 mg by the end of 1995).
