As regards the animal health aspects, the products of animal origin that give rise to a risk of introduction of animal diseases into the Union, such as fresh meat and meat products, milk and dairy products and other products of animal origin, are only allowed to be imported into the Union if all the relevant animal health guarantees provided for in the Union import legislation are fulfilled.

(14) Regulation (EC) No 1069/2009 of the European Parliament and the Council of 21 October 2009 laying down health rules as regards animal by-products and derived products not intended for human consumption and repealing Regulation (EC) No. 1774/2002 (Animal by-products Regulation)[15] lays down both public and animal health rules for certain animal by-products and derived products in order to prevent and minimise risks to public and animal health arising from those products, and in particular to protect the safety of the food and feed chain.
(14) Le règlement (CE) nº 1069/2009 du Parlement européen et du Conseil du 21 octobre 2009 établissant des règles sanitaires applicables aux sous-produits animaux et produits dérivés non destinés à la consommation humaine et abrogeant le règlement (CE) nº 1774/2002 (règlement relatif aux sous-produits animaux)[15] établit des règles en matière de santé, tant publique qu’animale, concernant certains sous-produits animaux et produits dérivés, afin d’empêcher et de limiter autant que faire se peut les risques que posent ces produits pour la santé publique et la santé animale, et plus particulièrement afin de protéger la sécurité de la chaîne de production des denrées alimentaire et des aliments pour animaux.

(144) To ensure that the animal health requirements for the entry into the Union provided for in this Regulation are complied with and are in line with the principles of the OIE Animal Health Codes, all animals, germinal products and products of animal origin entering the Union should be accompanied by an animal health certificate issued by the competent authority of the third country or territory of origin confirming that all the animal health requirements for entry into the Union are complied with.
(144) Afin de garantir le respect des conditions zoosanitaires d’entrée dans l’Union prévues par le présent règlement et la conformité aux principes des codes relatifs à la santé animale de l’OIE, tous les animaux, produits germinaux et produits d’origine animale entrant dans l’Union devraient être accompagnés d’un certificat zoosanitaire délivré par l’autorité compétente du pays ou du territoire tiers d’origine et attestant que toutes les exigences zoosanitaires pour l’entrée dans l’Union sont respectées.

In the context of the internal market, specific animal health rules were laid down for the placing on the market and introduction from third countries of the products concerned by Council Directive 91/67/EEC of 28 January 1991 concerning the animal health conditions governing the placing on the market of aquaculture animals and products (2).
Dans le cadre du marché intérieur, des règles spécifiques de police sanitaire ont été définies pour la mise sur le marché et l'importation en provenance de pays tiers des produits couverts par la directive 91/67/CEE du Conseil du 28 janvier 1991 relative aux conditions de police sanitaire régissant la mise sur le marché d'animaux et de produits d'aquaculture (2).

Simplification of the specific health legislation must not lead to deregulation. It is therefore necessary to maintain and to ensure public and animal health protection, and to tighten the detailed health rules for products of animal origin not destined to human consumption.
La simplification des règles sanitaires spécifiques ne devant pas aboutir à une déréglementation, il est nécessaire de maintenir et d'assurer la protection de la santé publique et de la santé animale, et de renforcer les règles sanitaires détaillées applicables aux produits d'origine animale non destinés à la consommation humaine.

(7) This Decision shall be reviewed in the light of developments in the animal health status of the territories of origin and, in particular, in the frame of the application of agreements between the Community and third countries concerning the matters covered by this Decision, notably as concerns Article 5 of the Agreement between the European Community and the Government of Canada on sanitary measures to protect public and animal health in respect of trade in live animals and animal products and Article 6 of the Agreement between the European Community and the United States of America on sanitary measures to protect public and animal health in trade in live animals and animal products.
(7) La présente décision sera réexaminée en fonction de l'évolution du statut zoosanitaire des territoires d'origine et, en particulier, dans le cadre de l'application des accords entre la Communauté et les pays tiers relatifs aux matières visées par la présente décision, notamment en ce qui concerne l'article 5 de l'accord entre la Communauté européenne et le gouvernement du Canada relatif aux mesures sanitaires de protection de la santé publique et animale applicables au commerce d'animaux vivants et de produits animaux et l'article 6 de l'accord entre la Communauté européenne et les États-Unis d'Amérique relatif aux mesures sanitaires de protection de la santé publique et animale applicables au commerce d'animaux vivants et de produits animaux.
