On a regional basis, the Commission is also supporting several initiatives for the benefit of the Andean countries, in the fields of money laundering, precursor control and harmonisation of legislation.

(1) The conclusion of the EU-Andean Community Political Dialogue and Cooperation Agreement agreed at the second summit in Madrid, which initially could scarcely aspire to be more than a restatement and updating of the existing provisions regulating bilateral relations between the two regions - the 1993 framework cooperation agreement and the 1996 political declaration - has come to represent above all a transitional stage paving the way for an association agreement that would include gradual and mutual trade liberalisation, which is an aspiration of the Andean partners and is also in line with the political, economic, commercial and social interests of the Union, broadly speaking.
1) La conclusion de l'accord politique et de coopération UE‑CAN, décidé au cours du deuxième sommet (Madrid) et qui, en principe, eût pu, difficilement, prétendre à mieux qu'à une refondation et à une actualisation des dispositions en vigueur régissant les relations bilatérales entre l'une et l'autre région (accord-cadre de coopération, de 1993, et déclaration politique, de 1996), en est venue à prendre, surtout, la signification d'une étape de transition et de préparation d'un accord d'association qui inclue une libéralisation progressive et mutuelle des échanges, aspiration des partenaires andins, conforme, qui plus est, aux intérêts politiques, économiques, commerciaux et sociaux lato sensu de l'Union européenne.

The European Community must also present, through the Commission, guidelines for negotiation, for new agreements with the Andean Community and Central America which, in the opinion of this House, must provide – I am not saying at this moment – the prospect of a partnership, as the President of the European Parliament has said in a recent letter to the President of the Commission; and also an ambitious Commission programme which includes a whole series of initiatives which, although they do not imply a single euro more, are very important in relation to the creation of this bi-regional association.
L'Union européenne dispose également de plusieurs négociations avec le Mercosur, qui doivent également recevoir un nouvel élan car c'est dans des moments de crise que ce type d'accord peut s'avérer le plus nécessaire, ainsi que d'une série de directives d'association présentées par la Commission et visant à de nouveaux accords avec la Communauté andine et l'Amérique centrale et qui, de l'avis de ce Parlement, doivent déboucher - peut-être pas en ce moment même - sur une perspective d'association, comme l'a déclaré le président du Parlement européen dans une lettre récemment envoyée au président de la Commission. Enfin, elle se rend à ce sommet dotée d'un programme ambitieux de la Commission qui inclut toute une série d'initiatives, qui n'impliquent aucun euro de plus mais qui sont très importantes pour la constitution de cette association birégionale.

In this context, the Heads of State and Government discussed the best way to strengthen the political, commercial and cooperation ties between the European Union and the Andean Community of Nations and the Andean initiative to begin talks on the negotiation of an association agreement that takes into consideration the level of development of the countries in both regions and the interest of the Andean Community of Nations, and preserves the present arrangements for its preferential access to the European market in the campaign against drugs.
Dans ce cadre, les chefs d'Etat et de gouvernement ont procédé à un échange de vues sur la manière de renforcer les liens politiques, commerciaux et de coopération entre l'Union européenne et la Communauté andine de Nations et sur l'initiative andine de réaliser des consultations sur la négociation d'un accord d'association, prenant en considération le niveau de développement des pays des deux régions ainsi que l'intérêt de la Communauté andine de Nations de conserver le schéma actuel d'accès préférentiel au marché européen accordé dans le contexte de la lutte contre la drogue.
