AD. whereas the Commission, with a view to helping workers and undertakings prepare for change more effectively, has conducted detailed research and studies into the phenomenon of restructuring itself and the supervision of sectors of the economy, including a series of studies of the way employment will change between now and 2020 ; whereas this prospective analysis has been carried out in conjunction with independent researchers, the social partners and the other Union institutions, such as the European Parliament, and Union agencies and bodies, such as the European Monitoring Centre for Change of the European Foundation for the Improvement of Living and Working Conditions and the European Centre for the Development of Professional Training;

18. Recalls that most of the Union’s external counter-terrorism measures and programmes are being developed and implemented under Article 5 of the Instrument contributing to Stability and Peace (IcSP), which entered into force on 1 January 2014; reminds that Article 10 of the IcSP regulation obliges the Commission to develop operational human rights guidance for projects related to the fight against terrorism; deeply deplores the fact that the Commission and the EEAS have failed to implemented Article 10 IcSP almost one year after the entry into force of the IcSP regulation (15 March 2014); expresses serious concerns about the absence of basic human rights safeguards in past IfS and present IcSP counter-terrorism projects with institutions such as the African Centre for the Study and Research on Terrorism (ACSRT/CAERT) in Algiers and the Hedayah Centre of Excellence in Abu Dhabi;
18. rappelle que la plupart des mesures et programmes extérieurs de l'Union dans la lutte contre le terrorisme sont élaborés et mis en œuvre au titre de l'article 5 de l'instrument contribuant à la stabilité et à la paix (IcSP), entré en vigueur le 1 janvier 2014; rappelle que l'article 10 du règlement relatif à l'IcSP oblige la Commission à élaborer des orientations opérationnelles en matière de droits de l'homme pour les projets liés à la lutte contre le terrorisme; regrette profondément que, près d'un an après l'entrée en vigueur du règlement relatif à l'IcSP (le 15 mars 2014), la Commission et le SEAE n'aient toujours pas appliqué son article 10; exprime sa profonde inquiétude face à l'absence de garanties élémentaires du respect des droits de l'homme dans les projets de lutte contre le terrorisme menés précédemment dans le cadre de l'ancien instrument de stabilité et actuellement dans celui de l'IcSP, avec des institutions telles que le Centre africain d'études et de recherches sur le terrorisme (ACSRT/CAERT) à Alger et le Centre d'excellence Hedayah à Abou Dhabi;

7. Welcomes the Sahel counter-terrorism programme, the West Africa Information System, the ECOWAS Peace and Security Project and the ECOWAS Drug and Crime Action Plan, undertaken in the framework of the EU Strategy for Security and Development in the Sahel, as well as regional initiatives such as those organised by the African Centre for Study and Research on Terrorism (ACSRT) on the capacity of national legal systems to respond to terrorism;
7. se félicite du projet de lutte contre le terrorisme au Sahel, du système d'information d'Afrique de l'Ouest, du projet en faveur de la paix et de la sécurité de la CEDEAO et de son plan d'action pour la lutte contre le trafic de drogues et la criminalité, entrepris dans le cadre de la stratégie de l'Union européenne pour la sécurité et le développement dans la région du Sahel, ainsi que des initiatives régionales telles que celles menées par le Centre africain d'études et de recherches sur le terrorisme (CAERT) sur la capacité des systèmes juridiques nationaux à répondre au terrorisme;

In particular, Section H of the Plan of Action provides for the creation of the African Centre for Study and Research on Terrorism (ACSRT), with responsibility for carrying out training measures, conducting studies on terrorism, setting up a database system for gathering, exchanging and analysing intelligence, as well as for terrorism-related surveillance and alerts.
Ce plan prévoit notamment la création, prévue par la section H du plan d'action, d'un Centre africain d'études et de recherche sur le terrorisme (CAERT) chargé de conduire des actions de formation, de mener des études dans le domaine du terrorisme, de constituer un système de bases de données pour la collecte, l'échange et l'analyse d'informations et d'exercer une fonction de veille et d'alerte en matière de terrorisme.

The EU undertakes to provide financial support to the African Centre for Study and Research on Terrorism (ACSRT) with a view to improving the efficiency of the counter-terrorism arrangements of the African countries.

If I can quote from a study carried out in the United Kingdom at our very well known Building Research Centre: "the production of performance standards, particularly for fluorescent lamp ballasts, appears from this study to be one of the most effective actions which the EC could take to reduce energy consumption for lighting in commercial buildings and is thus worth further consideration and development".
