Il est recherché une synergie, une cohérence et une complémentarité avec d'autres instruments de l'Union européenne ou de la Communauté, notamment avec le Fonds de solidarité de l'Union européenne, l'instrument de stabilité et l'Office humanitaire de la Communauté européenne, de manière à éviter tout double emploi et à garantir une valeur ajoutée et une utilisation des ressources optimales.
