Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). 1. RECALLING the new Transatlantic Agreement concluded on 3 December 1995, which provides for the creation of a Task Force to develop and implement an effective global early warning and response system for communicable diseases; 2. RECALLING the procedure agreed between the Council and the Commission at the Council meeting on 12 November 1996, on the information of Council bodies on the work of the Task Force; 3. WELCOMES the progress made in the exploratory work of the three working parties set up by the Task Force as established at the 3rd meeting of the Task Force on 22 and 23 October 1997, in Luxembourg, and expresses its support for the continuation of that work; 4. EMPHASIZES how important it is for this initiative, which will help to strengthen international cooperation in the field, to be developed in a spirit of mutual collaboration and reciprocity; 5. EMPHASIZES also the importance, in this context, of appropriate coordination between the activities of the Task Force and those of the WHO in the field of transmissible diseases; 6. AGREES that the work of the Task Force should be closely coordinated with the systems of the Member States and with the future Community network for the epidemiological surveillance and control of communicable diseases; 7. PROPOSES to follow the Task Force's work closely with a view to the development of structured cooperation in a subsequent stage; 8. WISHES specific guidelines for the continuation of this work, together with a description of the resources required for its implementation, to be submitted to it in time for its next meeting on health matters.

SOULIGNE également l'importance, dans ce contexte, d'une articulation appropriée des activités de la Task Force avec celles de l'OMS dans le domaine des maladies transmissibles; 6. CONVIENT que les travaux de la Task Force devraient être coordonnés étroitement avec les systèmes des Etats membres ainsi qu'avec le futur réseau communautaire de surveillance épidémiologique et de contrôle des maladies transmissibles; 7. SE PROPOSE de suivre de près les travaux de la Task Force dans la perspective du développement d'une coopération structurée dans une phase ultérieure. 8. SOUHAITE que des orientations concrètes pour la suite de ces travaux, accompagnées d'une description des moyens à mettre en oeuvre pour leur réalisation, lui soient soumises en vue de sa prochaine session consacrée aux questions de la santé".
