5. A delegated act adopted pursuant to Articles 8(3), 22(4), 26(3), 29(2), 36(7), 45(6), 46(2), 47(3) and 47(5) shall enter into force only if no objection has been expressed either by the European Parliament or the Council within a period of four months of notification of that act to the European Parliament and the Council or if, before the expiry of that period, the European Parliament and the Council have both informed the Commission that they will not object. That period shall be extended by two months at the initiative of the European Parliament or of the Council.

(13) According to the recommendations made by the Article 29 Data Protection Working Party and contained in the 'Working document on data protection and privacy implications in eCall initiative', adopted on 26 September 2006, any processing of personal data through the eCall in-vehicle system should comply with the personal data protection rules provided for in Directive 95/46/EC of the European Parliament and of the Council of 24 October 1995 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and in Directive 2002/58/EC of the European Parliament and of the Council of 12 July 2002 concerning the processing of personal data and the protection of privacy in the electronic communications sector (Directive on privacy and electronic communications) in particular to guarantee that vehicles equipped with eCall in-vehicle systems, in their normal operational status related to 112 eCall, are not traceable and are not subject to any constant tracking and that the minimum set of data sent by the in-vehicle eCall system includes the minimum information required for the appropriate handling of emergency calls.

It replaces the previous cooperation agreement signed in Rabat on 25 April 1976. Following as it does the signing of agreements with Tunisia and Israel, the Agreement in question is the third Euro-Mediterranean association agreement concluded with a Mediterranean third country as part of the 'new Mediterranean policy' (NMP) established at the Essen European Council held on 9 and 10 December 1994 and the Cannes European Council held on 26 and 27 June 1995 which granted financial assistance of ECU 4 685 million for the period 1995-1999. The aim was to support the economic reforms and the process of opening up and structural renewal under way in the Mediterranean countries in question, instituting a genuine partnership by means of regional cooperation.
Il se substitue au précédent accord de coopération, signé à Rabat le 25 avril 1976, et constitue le troisième accord de ce type (les deux autres concernant la Tunisie et Israël) conclu au titre de la nouvelle politique méditerranéenne (NPM) définie aux sommets d'Essen (9 et 10 décembre 1994) et de Cannes (26 et 27 juin 1995), s'agissant de l'octroi, entre 1995 et 1999, d'une aide financière de 4,685 milliards d'écus destinée à soutenir les réformes économiques et le processus d'ouverture et de rénovation structurelle des pays bénéficiaires, l'objectif ultime étant l'instauration d'un véritable partenariat par le truchement de la coopération régionale.
