It follows that, notwithstanding the differences between the Rules of Procedure of the General Court and those of the Civil Service Tribunal, the latter is none the less entitled to follow the same procedure as that followed by the General Court, namely, when a party informs the court that it is not able to comply with measures of organisation of procedure since some of the requested documents are confidential, that court can order that party to produce the requested documents, but provide that they will not be communicated to the other party at that stage (see, to that effect, Case T‑48/05 Franchet and Byk v Commission [2008] ECR II‑1585, paragraphs 54 and 55, and Case T‑299/05 Shanghai Excell M E Enterprise and Shanghai Adeptech Precision v Council [2009] ECR II‑0000, paragraphs 24 to 26).

II‑1585, points 54 et 55, et du 18 mars 2009, Shanghai Excell M E Enterprise et Shanghai Adeptech Precision/Conseil, T‑299/05, non encore publié au Recueil, points 24 à 26).

(7) The United Nations/Economic Commission for Europe Convention on Environmental Impact Assessment in a Transboundary Context of 25 February 1991, which applies to both Member States and other States, encourages the parties to the Convention to apply its principles to plans and programmes as well; at the second meeting of the Parties to the Convention in Sofia on 26 and 27 February 2001, it was decided to prepare a legally binding protocol on strategic environmental assessment which would supplement the existing provisions on environmental impact assessment in a transboundary context, with a view to its possible adoption on the occasion of the 5th Ministerial Conference "Environment for Europe" at an extraordinary meeting of the Parties to the Convention, scheduled for May 2003 in Kiev, Ukraine.
(7) La convention de la Commission économique pour l'Europe des Nations unies sur l'évaluation de l'impact sur l'environnement dans un contexte transfrontière, du 25 février 1991, qui s'applique aussi bien aux États membres qu'aux autres États, encourage les parties à la convention à appliquer les principes que celle-ci contient également aux plans et programmes; lors de la seconde réunion des parties à la convention, qui s'est tenue à Sofia les 26 et 27 février 2001, il a été décidé de préparer un protocole juridiquement contraignant sur l'évaluation de l'impact sur l'environnement des activités stratégiques, destiné à compléter les dispositions existantes concernant l'évaluation de l'impact environnemental dans un contexte transfrontière, en vue de son éventuelle adoption à l'occasion de la cinquième conférence ministérielle "Un environnement pour l'Europe", lors d'une réunion extraordinaire des parties à la convention, prévue pour mai 2003, à Kiev (Ukraine).

(1) The Directive 2000/26/EC (fourth motor insurance Directive) lays down special provisions applicable to injured parties resident in a Member State and entitled to compensation in respect of any loss or injury resulting from accidents occurring in a Member State other than the Member State of residence of the injured party or in third countries whose national insurer's bureaux have joined the green card system whenever such accidents are caused by the use of vehicles insured and normally based in a Member State.
