(25) In order to ensure adaptation of the provisions of this Directive to market development and technical progress, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the portfolio of alternative fuels, the infrastructure characteristics and the adequate coverage as well as the standards for the fuels. It is of particular importance that the Commission carry out appropriate consultations during its preparatory work, including at expert level.
(25) Afin de faire en sorte que les dispositions de la présente directive soient adaptées aux évolutions du marché et aux progrès techniques, il y a lieu de déléguer à la Commission le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne en ce qui concerne l’éventail des carburants de substitution, les caractéristiques de l’infrastructure et le niveau de couverture approprié, ainsi que les normes applicables aux carburants. Il importe particulièrement que la Commission procède aux consultations appropriées durant son travail préparatoire, y compris au niveau des experts.

After a wide-ranging public hearing in the first half of 2007, it published a Green Paper entitled ‘Towards a new culture for urban mobility’ (COM(2007)0551) on 25 September 2007. Publication of the Green Paper signals the start of the consultation period, which will end on 15 March 2008 and during which the parties involved are invited to state their views on the Commission’s proposals. The Commission will then, later in the year, present an action plan containing specific measures.

Under the Strategic Review of Better regulation in the EU and the Action Programme for Reducing Administrative Burdens in the EU the Commission identified the transport part of the proposal in a series of items - the so-called "fast track action" - where significant benefits could be generated in short term through relatively minor changes of the existing legislation. The action programme aims at the reduction of the administrative burdens on business by 25% by 2012 as part of the shared responsibility and the common endeavour by the Member States and the European institutions for the "Growth and Jobs" strategy.

According to estimates by the World Bank quoted by the Commission, total untying of aid could reduce the transaction costs of aid by some 25 %. The DAC estimates that this reduction could affect between 15 % and 30 % of costs.

The Commission would propose to the budgetary authority the amount of the aid within the limits of the financial resources available. However, 25% of the annual amount allocated to the Fund must be available up to 1 October each year. Under very exceptional circumstances, any disaster affecting a substantial part of the population of the region or state concerned can be included. The Commission ensures an equitable treatment of requests presented by the states.
La Commission propose à l'autorité budgétaire le montant de l'aide, dans les limites des ressources financières disponibles. Toutefois, la subvention doit laisser disponible un quart de l'enveloppe attribuée chaque année au Fonds jusqu'au 1 octobre de chaque année.
