Financial support from cohesion policy, which has as its objective the strengthening of economic, social and territorial cohesion throughout the Union, will continue to be an important tool during the programming period 2014-2020 for meeting the Europe 2020 objectives, together with the necessary reforms and modernisation identified in this Communication.
L’aide financière accordée au titre de la politique de cohésion, qui a pour objectif de renforcer la cohésion économique, sociale et territoriale de l’ensemble de l’Union, restera, avec les réformes et la modernisation nécessaires décrites dans la présente communication, un instrument important au cours de la période de programmation 2014-2020 pour la réalisation des objectifs de la stratégie Europe 2020.

Existing public-public and public-private partnerships may receive support from Horizon 2020, provided they address Horizon 2020 objectives, contribute to realising the ERA, meet the criteria laid down in Horizon 2020 and have shown to make significant progress under the Seventh Framework Programme.
Les partenariats public-public et public-privé existants peuvent bénéficier d'un soutien au titre d'Horizon 2020, pour autant qu'ils visent des objectifs d'Horizon 2020, qu'ils contribuent à la réalisation de l'EER, qu'ils respectent les critères qui y sont fixés et qu'ils aient accompli des progrès significatifs dans le cadre du septième programme-cadre.

6. Emphasises that cohesion policy is the main EU instrument, covering all regions, for investment in the real economy and acts as the expression of European solidarity by extending growth and prosperity and reducing economic, social and territorial disparities; points out that cohesion policy is fully aligned with the Europe 2020 objectives and provides the investment framework needed, without being simply a tool for its implementation; stresses, in this context, that through thematic concentration the ESIF under the new architecture are oriented towards 11 thematic objectives derived straight from the Europe 2020 objectives, and that preconditions linked directly to these thematic objectives have been established in order to ensure that investments are made in such a way as to maximise their effectiveness; underlines its full support for this new approach, which will contribute to increasing the effectiveness of spending;
6. souligne que la politique de cohésion constitue le principal instrument de l'Union, couvrant l'ensemble des régions, pour l'investissement dans l'économie réelle et qu'elle agit comme l'expression de la solidarité européenne en élargissant la croissance et la prospérité et en réduisant les disparités économiques, sociales et territoriales; souligne que la politique de cohésion épouse pleinement les objectifs d'Europe 2020 et fournit le cadre d'investissement nécessaire, sans être un simple outil de sa mise en œuvre; souligne dans ce contexte que, par la concentration thématique, les Fonds ESI (nouvelle architecture) sont orientés vers 11 objectifs thématiques directement dérivés des objectifs Europe 2020, et que les conditions préalables liées directement à ces objectifs thématiques ont été établies en vue d'assurer que les investissements sont réalisés de manière à optimiser leur efficacité; soutient pleinement cette nouvelle approche, qui contribuera à améliorer l'efficacité des dépenses;

5. Stresses that a stable fiscal and economic – as well as an efficient regulatory, administrative and institutional – environment is crucial for the effectiveness of cohesion policy, but this must not undermine the achievement of its aims and objectives; recalls, in this respect, that a suspension of payments, as provided for in Article 23 of the Common Provisions Regulation, could undermine national, regional and local authorities’ capacity to plan effectively and implement the European Structural and Investment Funds (ESIF) for the 2014-2020 period; emphasises that, in order to achieve both the cohesion and Europe 2020 objectives, the policy must be aligned closely with sectoral policies and synergies shall be achieved with other EU investment schemes; recalls, however, that in line with Article 175 TFEU all economic policies shall pursue the attainment of the objectives of economic, social and territorial cohesion;
5. souligne que la stabilité de l'environnement budgétaire et économique – ainsi que l'efficacité de l'environnement réglementaire, administratif et institutionnel – est essentielle à l'efficacité de la politique de cohésion mais ne doit pas compromettre la réalisation de ses objectifs; rappelle, à cet égard, que la suspension des paiements prévue à l'article 23 du règlement portant dispositions communes pourrait mettre à rude épreuve la capacité des autorités nationales, régionales et locales à planifier efficacement et à mettre en œuvre les Fonds structurels et d'investissement européens ("Fonds ESI") pour la période 2014-2020; insiste sur le fait que pour atteindre les objectifs de cohésion et ceux de la stratégie Europe 2020, la politique doit être étroitement liée aux politiques sectorielles et des synergies doivent être créées avec d'autres programmes d'investissement de l'Union; rappelle cependant que, conformément à l'article 175 du traité FUE, toutes les politiques économiques veillent à atteindre les objectifs définis en matière de cohésion économique, sociale et territoriale;

19. Believes that the Member States should indicate how they used EU funds to achieve the various EU 2020 objectives, and that EU funding should be conditional on results and compatibility with the objectives of the EU 2020 strategy;
