1. A Member State requesting or receiving financial assistance from one or several other States, the IMF, the EFSF, the EFSM or the ESM shall prepare in agreement with the Commission - acting in liaison with the ECB and, where appropriate, with the IMF - a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programmes under Regulation (EU) No ./2012 [on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area], which shall also include annual budgetary target. The draft macroeconomic adjustment programme shall addresses the specific risks emanating from that Member State for the financial stability of the euro area and shall aim at rapidly re-establishing a sound and sustainable economic and financial situation and restoring its capacity to finance itself fully on the financial markets. The draft macroeconomic adjustment programme shall be based on the assessment of the sustainability of the government debt and shall take due account of the recommendations addressed to the Member State concerned under Articles 121, 126, 136 and/or 148 TFEU - and its actions to comply with them - while aiming at broadening, strengthening and deepening the required policy measures. The draft macroeconomic adjustment programme shall respect the practices and institutions for wage formation and industrial relations in the Union and shall, where possible, take into account the national reform programme of the Member State concerned in the context of the Union strategy for growth and jobs. The draft macroeconomic adjustment programme shall fully observe Article 151 TFEU and Article 28 of the Charter of Fundamental Rights of the European Union.

Un État membre qui demande une assistance financière d'un ou plusieurs autres États, du FMI, du FESF, du MEFS ou du MES ou qui en bénéficie prépare en accord avec la Commission – agissant en liaison avec la BCE et, le cas échéant, le FMI –, un projet de programme d'ajustement macroéconomique basé sur les éventuels programmes de partenariat économique et remplaçant ces programmes en vertu du règlement (UE n° ./2012 [établissant des dispositions communes pour le suivi et l'évaluation des projets de plans budgétaires et pour la correction des déficits excessifs dans les États membres de la zone euro], qui comporte également un objectif budgétaire . Le projet de programme d'ajustement macroéconomique remédie aux risques spécifiques que l'État membre en question fait peser sur la stabilité de la zone euro et vise à rétablir rapidement une situation économique et financière saine et durable ainsi que sa capacité à se financer intégralement sur les marchés financiers. Ce projet de programme d'ajustement macroéconomique est basé sur l'évaluation de la soutenabilité de la dette publique et tient dûment compte des recommandations adressées à l'État membre concerné au titre des articles 121, 126, 136 et/ou 148 du traité – et des actions entreprises pour s'y conformer – tout en visant à élargir, renforcer et approfondir les mesures requises. Le programme d'ajustement macroéconomique respecte les pratiques et les institutions nationales en matière de formation des salaires et, dans la mesure du possible, tient compte du programme national de réforme de l'État membre concerné dans le contexte de la stratégie de l'Union pour la croissance et l'emploi. Le projet de programme d'ajustement macroéconomique respecte pleinement l'article 151 du traité et l'article 28 de la charte des droits fondamentaux de l'Union européenne.

In the conclusions of the General Affairs Council, of 14 July 201, the Commission was requested to present a paper on this topic, and to schedule a communication on a Renewed Strategy for the Outermost Regions of the European Union for publication at the beginning of 2012.
Dans ses conclusions, le Conseil Affaires générales du 14 juin 2010 demande à la Commission européenne de présenter un document sur ce thème et de prévoir pour le début de 2012 la publication d’une communication sur une stratégie rénovée pour les RUP de l’UE.
