3. Agrees, however, to the convening of an intergovernmental conference, provided that it is confined to the specific issue of the adoption of measures concerning the composition of the European Parliament for the rest of the 2009-2014 parliamentary term, and on the understanding that these transitional measures are exceptional ones connected with the specific circumstances of the ratification of the Lisbon Treaty and can in no way set a precedent for the future;

For the period of the 2009-2014 parliamentary term remaining at the date of entry into force of this Article, and by way of derogation from Articles 189, second paragraph, and 190(2) of the Treaty establishing the European Community and Articles 107, second paragraph, and 108(2) of the Treaty establishing the European Atomic Energy Community, which were in force at the time of the European Parliament elections in June 2009, and by way of derogation from the number of seats provided for in the first subparagraph of Article 14(2) of the Treaty on European Union, the following 18 seats shall be added to the existing 736 seats, thus provisionally bringing the total number of members of the European Parliament to 754 until the end of the 2009-2014 parliamentary term:
1. WHEREAS, as the Treaty of Lisbon entered into force after the European Parliament elections on 4 to 7 June 2009, and as provided for in the declaration adopted by the European Council at its meeting on 11 and 12 December 2008 and in the political agreement reached by the European Council at its meeting on 18 and 19 June 2009, it is necessary to lay down transitional provisions on the composition of the European Parliament until the end of the 2009-2014 parliamentary term,
CONSIDÉRANT qu’il convient, du fait que le traité de Lisbonne est entré en vigueur après les élections parlementaires européennes du 4 au 7 juin 2009, et comme prévu par la déclaration adoptée par le Conseil européen lors de sa réunion des 11 et 12 décembre 2008 et par l’accord politique dégagé par le Conseil européen lors de sa réunion des 18 et 19 juin 2009, de prévoir des mesures transitoires concernant la composition du Parlement européen jusqu’au terme de la législature 2009-2014,

My mental math may be slightly off, but then again the revenue and expenditures leave out the operating costs in each year, which run around $1.8 billion on average, so cumulatively for 2009 and 2010, off the top of my head, I'm not 100% sure, but it's around $11 billion, and in the Parliamentary Budget Officer's report he similarly showed that the cumulative balance reaches break-even by about 2014.
Je ne suis peut-être très fort en calcul mental, mais comme je l'ai dit, les recettes et les dépenses ne tiennent pas compte des coûts de fonctionnement annuels qui sont d'environ 1,8 milliard de dollars en moyenne. Par conséquent, je dirais que pour 2009 et 2010, le déficit cumulatif est d'environ 11 milliards de dollars — je n'en suis pas certain à 100 p. 100 — et dans son rapport, le directeur parlementaire du budget indique aussi que le solde cumulatif parviendra à l'équilibre aux environs de 2014.
