There is a need for action to deal with such challenges, especially if the Union is to attain the goal agreed at the World Summit on Sustainable Development in 2002, reaffirmed at Rio + 20, and accepted also as the goal of the Strategic Approach to International Chemicals Management, namely to ensure ‘the minimisation of significant adverse effects’ of chemicals on human health and the environment by 2020 and to respond to new and emerging issues and challenges in an effective, efficient, coherent and coordinated manner.

(15b) In supporting climate change mitigation projects in eligible third countries, the EIB should take into account the conclusions of the G-20 meeting in Pittsburgh and present by 2014 a road map and timeline to phase out by 2016 environmentally or economically harmful subsidies, including for fossil fuels, and prevent from financing projects which could have a negative impact to foster this goal.

In accordance with the intent stated in the Commission June 2011 MFF Communication of increasing the climate related proportion of the Union budget to at least 20%, this Regulation should contribute to that goal.

20. Reiterates the view, in keeping with the purposes of the Lisbon Treaty in enhancing EU foreign policy and the role of the EU in global peace, security and regulation, that an EU seat in an enlarged UNSC remains a central, long-term goal of the European Union; calls on the VP/HR to take the initiative to develop a common position of the Member States to that end; suggests, in order to achieve that goal in the future, working on prior coordination of positions in the Council of the EU on the introduction of new members of the UNSC and reform of the UNSC’s decision-making towards the possible use of a super-qualified majority;
20. réaffirme l'idée selon laquelle, dans la logique des objectifs du traité de Lisbonne visant au renforcement de la politique étrangère de l'Union et à celui du rôle de l'Union dans la paix, la sécurité et la réglementation à l'échelle mondiale, l'objectif d'un siège permanent de l'Union au sein d'un CSNU élargi demeure un objectif essentiel et à long terme de l'Union; invite la Haute Représentante / Vice-Présidente de la Commission à prendre l'initiative d'amener les États membres à élaborer une position commune à cette fin; suggère, en vue de réaliser cet objectif à l'avenir, de s'employer à coordonner, au préalable, les positions au sein du Conseil de l'Union européenne quant à l'introduction de nouveaux membres permanents au sein du CSNU et à la réforme du processus de prise de décision de ce dernier, en envisageant le recours à la majorité super-qualifiée;
