For the purpose of this Regulation, the financial year, as referred to in Article 59 of Regulation (EU, Euratom) No 966/2012, shall cover expenditure paid and revenue received and entered into the accounts of the Responsible Authority in the period commencing on 16 October of year ‘N-1’ and ending on 15 October of year ‘N’.

Most importantly, a duty is given to the Member State of establishment to ensure that individuals do not provide services in other Member States for more than 16 weeks each year (NB: although Article 5 specifies that service provision, with its lighter regulatory regime, will only be considered as such for periods of up to these 16 weeks per year, nowhere is it indicated who is required to keep track of this in order to prevent abuse.) Other changes are to require an individual to notify the host Member State as well as the Member State of establishment and to provide for information exchange between the citizen-oriented contact points and the competent authorities of each Member State - without which the bodies dealing with a particular individual may not have all the relevant information (see also amendment to Article 9).
