TRADUCTIONS EN CONTEXTE

Based on the scientific evidences provided in the joint recommendation, the revision by the STECF and taking into account the characteristics of the gears, the high number of species in each fishing operations, the fishing patterns and the particularities of the Mediterranean Sea (e.g. predominance of small-scale fisheries), the Commission considers that, in order to avoid disproportionate costs of handling unwanted catches and in accordance with Article 15(5)(c)(ii) of Regulation (EU) No 1380/2013, it is appropriate to establish a de minimis exemption in accordance with the percentage level proposed in the joint recommendations, within the limits set out in Article 15(5)(c) of Regulation (EU) No 1380/2013.
En se fondant sur les preuves scientifiques accompagnant la recommandation commune, ainsi que sur la révision par le CSTEP et en tenant compte des caractéristiques des engins de pêche, du nombre élevé d'espèces dans chacune des opérations de pêche, des structures de pêche et des particularités de la mer Méditerranée (par exemple prédominance des petites pêcheries), la Commission estime que, afin d'éviter des coûts disproportionnés liés au traitement des captures indésirées et conformément à l'article 15, paragraphe 5, point c) ii), du règlement (UE) no 1380/2013, il convient d'établir une exemption de minimis à un niveau correspondant au pourcentage proposé dans les recommandations communes, dans les limites fixées à l'article 15, paragraphe 5, point c), dudit règlement.

Note: Under section 12 of the Telecommunications Act, the Governor in Council may refer back to the Commission for reconsideration a decision by the Commission, and under section 14, it may require the Commission to make a report on any matter within the Commission’s jurisdiction under that Act or any special Act. Under section 15 of the Broadcasting Act, the Governor in Council may request the Commission to hold hearings or make reports on any matter within the jurisdiction of the Commission under that Act, and under section 28, the Governor in Council may refer back to the Commission for reconsideration and hearing of the matter a decision by the Commission to issue, amend or renew a licence.

15. The Commission shall during the month of February in each year submit to the Minister a report, in such form as the Minister may direct, on the activities of the Commission during the crop year immediately preceding and the Minister shall cause the report to be laid before Parliament within fifteen days after the receipt thereof or, if Parliament is not then sitting, on any of the first fifteen days next thereafter that either House of Parliament is sitting.
15. Chaque année, au mois de février, la Commission présente au ministre, en la forme prescrite par celui-ci, un rapport d’activité pour la campagne agricole précédente. (3) If the condition referred to in subparagraph (2)(b)(i) is satisfied, the Commission must, as soon as possible, publish a notice in the Canada Gazette that specifies the day on which the establishment of benefit periods ends, in the region in question, under Pilot Project No. 15. The Commission must also publish the notice on its website.

15. No member of the commission shall have, nor shall the secretary have, any contract with the commission, or be pecuniarily interested, directly or indirectly, in any contract or work with regard to which any portion of the moneys at the credit of the commission is being or is to be expended.

In the context of Regulation (EU) No 37/2014 of the European Parliament and of the Council of 15 January 2014 amending certain regulations relating to the common commercial policy as regards the procedures for the adoption of certain measures and Regulation (EU) No 38/2014 of the European Parliament and of the Council of 15 January 2014 amending certain regulations relating to the common commercial policy as regards the granting of delegated and implementing powers for the adoption of certain measures, the Commission recalls the commitment it has made in paragraph 15 of the Framework Agreement on relations between the European Parliament and the European Commission to provide to the Parliament full information and documentation on its meetings with national experts within the framework of its work on the preparation of delegated acts.
