Is deeply concerned that, under the new working method, which provides for complaints received by the Commission to be referred back to the Member State concerned (which is the party responsible for the incorrect application of Community law in the first place), the Commission may be failing to meet its institutional responsibility for ensuring the application of Community law as 'guardian of the treaties', in accordance with Article 211 of the EC Treaty; notes that the Commission is frequently the only remaining body to which citizens can turn to complain about the failure to apply Community law; urges the Commission to submit to Parliament a first report by November 2008 on the procedures followed and results obtained during the first six months of the pilot project which commenced on 15 April 2008 and which involves 15 Member States;

Welcomes the fact that, in its abovementioned Communication of 25 January 2006, the Commission reaffirms that local authorities are full stakeholders in development and proposes 'involving non-State actors and local authorities in the development process, including through dialogue and financial support'; stresses that, in accordance with the new DCI provisions, this will mean providing for their involvement in the devising of national strategies and geographic programmes, given that this is where Community cooperation policy guidelines are defined; regrets therefore that, in the same Communication, the Commission restricts the possibility of local authority involvement and considers it as secondary, in accordance with the principle of subsidiarity, in relation to geographic programmes; considers, therefore, that cooperation between local authorities and central government will make development aid more effective and enable more effective use to be made of the funding earmarked and also allow aid to reach those most in need;
15. se félicite que, dans sa communication du 25 janvier 2006, précitée, la Commission réaffirme que les autorités locales sont des acteurs à part entière du développement et projette d''associer les acteurs non-étatiques et les autorités locales au processus de développement, notamment au moyen d'un dialogue et d'un soutien financier"; souligne que, conformément aux nouvelles dispositions de l'ICD, cela implique d'inscrire leur participation dans l'élaboration des stratégies nationales et des programmes géographiques car c'est là que sont définies les orientations politiques de la coopération communautaire; regrette par conséquent que, dans cette même communication, la Commission européenne limite la possibilité de participation des autorités locales et la considère comme secondaire, selon le principe de subsidiarité, par rapport aux programmes géographiques; considère dès lors que la coopération des autorités locales avec le gouvernement central rendra l'aide au développement plus efficace et permettra d'exploiter plus efficacement les fonds affectés, ainsi que de faire parvenir l'aide à ceux qui en ont le plus besoin;

Latvia states in accordance with Article 15(3) of Directive 2006/24/EC of 15 March 2006 on the retention of data generated or processed in connection with the provision of publicly available electronic communications services or of public communications networks and amending Directive 2002/58/EC that it is postponing application of the Directive to the retention of communications data relating to Internet access, Internet telephony and Internet e-mail until 15 March 2009.

Where a Community institution or body receives a request for access to environmental information and where this information is not held by that Community institution or body, it shall, as promptly as possible, but at the latest within 15 working days, inform the applicant of the Community institution or body or the public authority within the meaning of Directive 2003/4/EC to which it believes it is possible to apply for the information requested or transfer the request to the relevant Community institution or body or the public authority and inform the applicant accordingly.

Agrees with the Commission on the need to reduce the deadlines for transposing into Community law agreements binding on the Community adopted in regional fisheries organisations, and highlights the need to improve the Commission's administrative procedures and to make adequate preparations for the Community position in the RFOs;
