In adopting this position, the Commission took into account that - advances from the Bridging Fund will be made only where an applicant has established an admissible claim for Skuld Club/International Oil Pollution Compensation Funds (I0PC) Fund compensation; the total of potential applicants is thought to be no more than about 10, which is the total of salmon farms in the fisheries exclusion zone; - the advances are to be recovered from the Skuld Club/IOPC Fund, and the amount of such advances is recommended by the Skuld Club/IOPC Fund Claims Office on the basis of its assessment of the loss or damage suffered in respect of which there is an entitlement to compensation; - as advances will relate to actual loss or damage suffered as a result of the Braer incident beneficiaries cannot, by definition, be placed in a more favourable economic position than before the incident.
