BUILDING on the ESFRI roadmap that identified the European Clinical Research Infrastructure Network (ECRIN) as the distributed infrastructure supporting, based on scientific excellence, clinical research in Europe through information, consulting and services to investigators and sponsors in multinational studies, acting through correspondents hosted in national clinical research hubs and networks, also contributing to the structuring of national infrastructures, harmonising training, tools and practice and high quality standards, fostering transparency and data sharing, promoting a harmonised regulatory system and shared ethical standards.

In March 2006, the Commission awarded a contract that included a CIWIN feasibility study, the objective being to collect information on best practices for CIP and to conduct interviews with experts in Member States on the requirements of CIWIN, both as an exchange network and a rapid alert system, taking into account existing infrastructures and networks at national and international levels.

Larry Bagnell: In the matter of global warming, the thawing of the northern permafrost, and damage to infrastructure: (a) has the government conducted any studies to ascertain the level of potential damage to all government infrastructure in the Territories of Yukon, Northwest and Nunavut; (b) what is the cost associated with this damage to replace, reconstruct, or stabilize this infrastructure; (c) what is the time frame in regard to making these repairs or replacing damaged infrastructure; (d) have municipal and territorial partners been advised of the level of damage as a result of thawing permafrost; (e) have residents of the North been advised of potential hazards resulting from global warming; (f) what are the monetary costs associated with the said study; (g) when was the study conducted and by whom; (h) how is the government monitoring northern infrastructure deterioration from global warming; (i) how frequently is the infrastructure being inspected; (j) is any of the economic stimulus money earmarked for the three territories being directed to repairs or new construction of infrastructure damaged or weakened by thawing permafrost, and, if so how much; (k) what are the names of the projects, the associated costs, the location of the projects and the projected completion dates for all projects funded by earmarked money as specified in (j); and (l) given that the MacKenzie Valley pipeline is a major infrastructure project scheduled for the North, has the government applied its assessment of global warming and permafrost melting damage to this project as well, and, if so (i) what were the results, (ii) what are the government’s plans in this matter?

Design studies, through a bottom-up approach of calls for proposals, to promote the creation of new research infrastructures by funding exploratory awards and feasibility studies for new infrastructures.

Un volet important de l'EPCIP devrait donc consister à renforcer la coopération internationale en matière de protection des infrastructures critiques, par exemple via des protocoles d'accord sectoriels (développement de normes communes, études conjointes concernant la protection des infrastructures critiques, identification des menaces communes et échange de bonnes pratiques en ce qui concerne les mesures de protection.) et un relèvement du niveau des normes de protection en dehors de l'Union.
Consequently, enhancing CIP cooperation beyond the EU through such measures as sector specific memoranda of understanding (e.g. on the development of common standards, undertaking joint CIP related studies, identification of common types of threats and exchanging best-practices on protection measures) and encouraging the raising of CIP standards outside of the EU should therefore be an important element of EPCIP.

Ces études ont pour objectif de contribuer, au cas par cas, aux études de faisabilité et aux travaux techniques préparatoires à réaliser dans un ou plusieurs États membres ou pays associés concernant de nouvelles infrastructures, dans la mesure où elles possèdent clairement une dimension et un intérêt européens, en tenant compte des besoins de tous les utilisateurs potentiels et en explorant systématiquement les possibilités de contributions d'autres sources, notamment la BEI ou les Fonds structurels, pour le financement de ces infrastructures.
The objective is to contribute, on a case-by-case basis, to feasibility studies and technical preparatory work undertaken in one or a number of Member States or Associated countries for those new infrastructures which have a clear European dimension and interest, taking into account the needs of all potential users and systematically exploring the possibilities of contributions from other sources, including the EIB or the Structural Funds for the funding of these infrastructures.

The Commission proposes the following priority actions as meeting these general criteria: - studies and preparatory work - construction of a combined transport network based on the results of a study which is now under way - development of new telecommunication and teleinformation technologies to improve traffic management and information to drivers - improvement of the Paris-Madrid-Barcelona-Lisbon-Porto-Algeciras road and rail transit routes - improvement of infrastructure associated with the Channel Tunnel - construction of a high-speed rail line between Paris, London, Brussels, Amsterdam and Cologne (1) COM (88) 340 ./. - 2 - - improvement of the north-south transit link in Ireland to serve the ports of Larne, Belfast, Dublin and Rosslare - modernisation of the north-south inland waterway netweork between the Netherlands, Belgium and France - construction of the `Scandinavian link' - modernisation of the transit routes between Southern Germany/Italy- Greece - international links in frontier areas - improvement of other Alpine transit routes, especially into Italy Financial assistance A declaration that a particular project is of European importance would make it eligible for support from the Community funds allocated for transport infrastructure and from other Community sources of capital.
