9. se félicite de l'esprit constructif dont fait preuve le gouvernement serbe en ce qui concerne les relations avec les pays voisins, ce qui a permis des progrès notables, tant en matière de coopération régionale qu'en ce qui concerne le rapprochement avec l'Union; réaffirme l'importance cruciale que revêtent la coopération régionale, en ce qui concerne les enjeux énergétiques, la lutte contre la criminalité organisée et le développement des réseaux de transports, et la réconciliation et la résolution progressive des problèmes bilatéraux avec les pays voisins, ce, dans un premier temps, pour solder l'héritage des récents conflits et, dans un deuxième temps, pour la réussite de l'intégration de la Serbie dans l'Union européenne; encourage les autorités à travailler en étroite collaboration avec les pays de l'ex-Yougoslavie en vue de la résolution de l'ensemble des problèmes en suspens relatifs à la succession juridique, ainsi qu'à mettre pleinement en œuvre, en temps voulu, l'ensemble des accords bilatéraux conclus avec les pays voisins; invite la Serbie à intensifier ses efforts pour régler toutes les questions restant à résoudre avec la Croatie, notamment celles des personnes disparues, du tracé des frontières et du traitement des crimes de guerre, afin de permettre l'élimination des obstacles empêchant le retrait des actions réciproques engagées devant la Cour internationale de justice pour génocide; invite les autorités de Belgrade à soutenir et à faciliter activement les changements constitutionnels en Bosnie-Herzégovine visant à mettre la législation électorale en conformité avec la décision de la CEDH dans l'affaire Sejdić-Finci, ainsi qu'à renforcer et à rationaliser les institutions nationales de la Bosnie-Herzégovine afin que ce pays puisse avancer sur la voie de l'adhésion à l'Union;
9. Appreciates the constructive approach of the Serbian Government to relations with neighbouring countries, since this has enabled substantial progress to be made in achieving both regional cooperation and closer relations with the EU; reiterates the crucial importance of regional cooperation with regard to energy issues, tackling organised crime and developing transport networks, as well as of reconciliation and the gradual resolution of the bilateral issues with neighbouring countries, first and foremost for making progress in overcoming the legacy of recent conflict and subsequently for the success of Serbia’s EU integration; encourages the authorities to work closely with the countries of the former Yugoslavia with a view to resolving all outstanding legal succession problems and to fully implement all bilateral agreements with neighbouring countries in due course; calls on Serbia to intensify efforts to resolve all outstanding issues with Croatia, in particular the issues of missing persons, border demarcation and the processing of war crimes, thus enabling of the removal of obstacles in the way of the lifting of mutual suits on genocide before the International Court of Justice; calls on the Belgrade authorities to actively support and facilitate constitutional changes in BiH aimed at bringing electoral legislation into line with the ECHR ruling on the Sejdić-Finci case and strengthening and streamlining BiH state-level institutions so that the country can move forward on its path towards EU accession;

In particular, this minority government has taken some effort to cover up what are now four raging fires out of its control: first, the in and out election advertising scandal; second, the Ian Brodie affair now spiraling out of control in the United States of America fed, in my view, by the leader of the NDP going on CNN international news just last night and telling the world about Mr. Brodie's conduct; third, the Cadman affair, where the Prime Minister refuses to refute what is clearly irrefutable, that is, his voice on tape speaking about offers to a tragically sick member of Parliament at the time; and fourth, the O'Brien affair, where the Minister of the Environment is now involved in having to defend himself repeatedly from all kinds of negative coverage involving his interference in municipal affairs.

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Robichaud (Secretary of State (Parliamentary Affairs)), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), moved, — That, in relation to Bill C–18, An Act to suspend the operation of the Electoral Boundaries Readjustment Act, not more than one further sitting day shall be allotted to the consideration of the second reading stage of the Bill; and That, fifteen minutes before the expiry of the time provided for Government Business on the allotted day of the second reading consideration of the said Bill, any proceedings before the House shall be interrupted, if required, for the purpose of this Order and, in turn, every question necessary for the disposal of the second reading stage of the Bill shall be put forthwith and successively, without further debate or amendment.
