DFC supports the Canadian government's intention to approach the FTAA negotiations in a similar fashion as it approached the NAFTA agreement and other regional trade agreements, such as the Canada-U.S., Canada-Israel, and the Canada-Chile free trade agreements.

During the 14 months of its existence, its accomplishments and current projects include: work among officials from the navy, the coast guard and intelligence agencies to build a common, binational maritime awareness picture focusing on vessels of interest that represent a possible threat; the development of consequence management scenarios to assess our ability to coordinate a binational response to terrorist attacks and/or natural disasters and the development of a civil assistance plan to deal with these and other scenarios; review of the current binational agreements and development of recommendations to resolve/ identify conflicts or outdated information; development of a comprehensive database or electronic library for binational agreements and documents; review and recommend revisions to documents that form the core of our binational security cooperation, a basic security document in the combined defence plan; and perhaps most importantly, working to transform information sharing between our two nations from a need-to-know to a need-to- share paradigm.

Regrets that the Commission has failed to convincingly clarify the status of the Western Sahara under the trade provisions of the EU-Morocco Association Agreement; believes that such a clarification is necessary to end the current legal uncertainty and would also benefit EU agreements in other sectors with Morocco where protocols have to be frequently renewed; therefore urges the Commission to work towards a comprehensive approach regarding the Western Sahara whilst taking into account the ongoing negotiations at the UN to find a lasting political solution; calls on the Commission to provide substantial development aid to the Sahrawi people in order to improve their living conditions;

Points out that effective governance of RM policy is key to an effective RM strategy; notes that an effective strategy must include a continuous dialogue with the stakeholders concerned; emphasises the need for close coordination and provision of information within the Commission and the European Parliament and between Member States; recommends the establishment of a high-level interdepartmental RM task force in 2011, as is the case in France and the United States, encompassing the relevant DGs, the Joint Research Centre (JRC), the European Environment Agency and the EEAS, to elaborate, monitor and review policies, including partnership agreements, to ensure strategic coherence and to promote the establishment of an early-warning system, inter alia for market distortion and resource-fuelled conflicts, complemented by a monitoring group; calls on the Commission to set up a long-term ‘European Raw Materials Roadmap to 2050’, which would identify future developments, threats and opportunities in the RM and CRM sectors and which could help European industries, academic and research institutions to engage in long-term planning and investment; calls further on the Commission to support Member States in developing their own RM strategies and to foster coordination and the exchange of best practice among them, including on the external dimension; suggests that the upcoming communication on the external dimension of energy could serve as a template;

Emphasises that the currently negotiated EU-Korea Free-Trade Agreement (FTA) is of particular importance to the automotive sector in Europe; requests that the Commission consider a strategy of phasing out EU import tariffs with safeguards and, therefore, recommends that it be connected to the lifting of non-tariff barriers on the Korean side; stresses the importance of carrying out an impact assessment before a bilateral agreement is considered; regrets that this has not been the case for the EU-Korea FTA; calls on the Commission to negotiate a comprehensive agreement which is more driven by the objective of reaching a balanced deal than by meeting time constraints;
