If the budget has not been finally adopted at the latest two weeks before the entry for January of the following financial year, the Member States shall enter on the first working day of each month, including January, one-twelfth of the amount of the VAT-based own resource, and the GNI-based own resource, taking into account the effect on these resources of the correction granted to the United Kingdom for budgetary imbalances and of the gross reduction granted to Denmark, the Netherlands, Austria and Sweden, entered in the last budget finally adopted; the adjustment shall be made on the first due date following final adoption of the budget if it is adopted before the 16th of the month.

Allowances auctioned pursuant to Article 4(2) of this Regulation shall be transferred by the Union registry prior to the deadline for their delivery into a nominated holding account, to be held in escrow by the clearing system or settlement system acting as custodian, until delivery of the allowances to successful bidders or their successors in title, pursuant to the results of the auction, as provided for in the applicable Commission regulation adopted pursuant to Article 19(3) of Directive 2003/87/EC.

The main demands to the Commission contained in the motion for a resolution include the following: a specific undertaking after the expiry of national programmes, also in view of new challenges and problems in the sector, namely bee mortality, price volatility etc.; a commitment to the necessary improvement in statistical measurements, for more effective control of non-EU honey imports and research development; a strengthening of the role of European veterinary policy; an action plan to tackle the phenomenon of widespread bee mortality, partly through specific undertakings in the field of research; greater financial support in the field of operator training and education and, lastly, a revitalised role as a leading player for the beekeeping sector within the common agricultural policy after 2013.

6. Conformément à la procédure de réglementation avec contrôle visée à l'article 8, paragraphe 2, la Commission adopte, au plus tard six mois suivant l'entrée en vigueur de la présente directive, un programme de travail assorti d'objectifs et d'échéances pour la mise en œuvre de l'annexe II.
