(11) Member States should take all measures necessary to remove any obstacle that might hinder the effective and widest possible mandatory automatic exchange of information on advance cross-border rulings and advance pricing arrangements in order to enhance cooperation and transparency, taking the global OECD standard for standard automatic exchange of information into consideration as a minimum standard and also the fact that Member States have committed to measures to prevent tax avoidance by implementing and considering going beyond G20-OECD models for country by country reporting.

7. Les autorités compétentes concluent, lorsque c’est possible, des arrangements de coopération avec les autorités de surveillance de pays tiers prévoyant l’échange d’informations avec les autorités de surveillance de pays tiers, le respect des obligations résultant du présent règlement dans les pays tiers et l’adoption de mesures similaires par les autorités de surveillance des pays tiers en vue de compléter les mesures prises en vertu du chapitre V. Ces arrangements de coopération garantissent au moins un échange efficace d’informations permettant aux autorités compétentes d’accomplir leurs missions au titre du présent règlement.
1. The competent authorities shall, where possible, conclude cooperation arrangements with supervisory authorities of third countries concerning the exchange of information with supervisory authorities of third countries, the enforcement of obligations arising under this Regulation in third countries and the taking of similar measures in third countries by their supervisory authorities to complement measures taken under Chapter V. These cooperation arrangements shall ensure at least an efficient exchange of information that allows the competent authorities to carry out their duties under this Regulation.
