However, it is appropriate to include those species in the Union list, as there are other cost-effective measures that can be implemented: to prevent new introductions or further spread in the territory of the Union; to promote early detection and rapid eradication of species where they are not yet present or not yet widely spread; and to manage them, as appropriate to the specific circumstances of the Member States concerned, including by fishing, hunting or trapping, or any other type of harvesting for consumption or export, provided that these activities are carried out within a national management programme.

Welcomes the Commission's recent proposals on legal migration for non-asylum seekers, and urges it to develop further instruments to establish a common immigration policy, to manage economic migration with a view to promoting economic and social progress in receiving, transit and origin countries, and to enhance social cohesion by improving the integration of migrants; emphasises the need for adequate information to be provided on possibilities for legal immigration to the EU, in order to prevent illegal migration, make better use of the EU schemes for legal immigration, clarify current prospects and opportunities within the EU and give the lie to the false promises made by traffickers, thereby limiting the profits generated for organised crime and human traffickers by the need for people to move; calls on the Commission to foster protection measures for vulnerable groups and people (mainly women and children) who often become victims of trafficking and sexual exploitation, and urges it to build up information centres on possibilities for migration to the EU in third countries; calls, however, for a balanced approach between promoting legal migration into the EU and ensuring that the EU has the capacity to receive and successfully integrate migrants;

Initiatives, which should be in accordance with the principle of subsidiarity and within the Community programmes for SMEs, should include: studies on enterprises' difficulties in adapting to environmental legislation of the Community with a view to providing consultancy services and information programmes to make enterprises aware of, and prepared for, their environmental responsibility and to encourage exchange of experience on environmental issues in particular the transfer of technology and technological co- operation. IV. Carry out research at Community level, identifying, examining and elucidating relationships between industrial competitiveness and environmental protection and examining the interconnection between the Community's goals to promote competitiveness and its environmental policy goals drawing on experience from industrially developed areas other than Europe, for the purpose of presenting proposals.
