(Return tabled) Question No. 20 Mr. Alex Atamanenko: With regard to the horse slaughter industry in Canada: (a) what was the reason for the temporary halt, initiated by European Union (EU) officials, to horse meat imports from Canada on October 12, 2012; (b) has Canada participated in talks with EU officials regarding the safety of horse meat from Canada since that time, (i) if so, what topics were discussed, (ii) what conclusions were reached; (c) what restrictions effective in 2013 will be imposed upon the Canadian horse meat industry by the EU, (i) what is the anticipated impact of these restrictions on the frequency and type of drug residue testing on horse meat in Canada as well as on the data required on Equine Information Documents (EIDs), (ii) will the restrictions on prohibited/non-permitted drugs be further tightened; (d) is there any oversight by the Canadian Food Inspection Agency (CFIA) on transport drivers and horse meat dealers listed on EIDs as current owners to check for a history of violations of the United States Department of Agriculture, Ministry of Transport, or CFIA transport regulations, (i) does the CFIA enhance its scrutiny of such violators or conduct follow-up investigations on those who have been flagged for violations, (ii) is this information shared with any other inter-connected government agency either in Canada or in the United States; (e) how often do CFIA inspectors do a visual inspection of the transports that arrive at the slaughter plants to ensure that the horses have been transported safely; (f) how many transport violations concerning horse slaughter transportation have been issued to transport drivers within the last five years, (i) how many warnings of violations have been issued, (ii) if the warnings have been ignored, how does the CFIA restrict or prohibit those transport drivers from conducting business in Canada; (g) how often does the CFIA conduct inspections of feedlots and how many warnings or violations were ...

10. considère par principe que les animaux doivent être abattus aussi près que possible de leur lieu d’élevage; observe à cet égard que les consommateurs sont favorables à une diminution des temps de transport pour les animaux destinés à l’abattage mais qu’ils préfèrent aussi acheter de la viande fraiche; invite par conséquent la Commission à préciser les conclusions qu’il convient d’en tirer; reconnaît que le règlement, faute d’être correctement appliqué, n’a pas atteint son objectif de limiter le transport d’animaux vivants en vue de leur abattage mais qu’il a contribué à améliorer le bien-être animal durant ces transports; invite les États membres à mettre correctement en œuvre la législation en vigueur relative au transport d’animaux et la Commission à promouvoir, dans la mesure du possible, la transformation locale; est convaincu que la politique européenne devrait viser à aider la création de chaînes d’approvisionnement courtes et transparentes, tout en préservant l’approvisionnement de tous les États membres et des régions ultrapériphériques; attire l’attention sur le fait que la législation européenne en matière d’hygiène, tout en veillant au plus haut niveau de protection des consommateurs, ne devrait pas entraver sans raison le développement d’abattoirs mobiles ou de petits abattoirs régionaux et d’ateliers de transformation;

Believes that animals should as a principle be slaughtered as close to their place of rearing as possible; notes in this connection that consumers are in favour of shorter transport times for animals destined for slaughter, but at the same time prefer to buy fresh meat; calls on the Commission, therefore, to explain what consequences are to be drawn from this; acknowledges that owing to lack of enforcement the Regulation has not fulfilled the aim of limiting the transport of live animals for slaughter, but that it has made a contribution to improving animal welfare during transport; calls on the Member States to properly implement the existing legislation on animal transport, and calls on the Commission to promote, where possible, local processing; believes that EU policy should aim at helping create short and transparent supply chains, while safeguarding market supply in all Member States and in the outermost regions; stresses that EU hygiene legislation, while ensuring the highest level of protection for consumers, should not unnecessarily hamper the development of mobile or small-scale regional slaughter and processing facilities;

Néanmoins, les propositions de M. However, the proposals by Mr Maat to limit transport for slaughter or fattening to eight hours or 500 km, to increase the penalties for infringements, to re-open the smaller, regional slaughterhouses that were closed down by EU legislation, and to abolish export subsidies for live animals for slaughter constitute a necessary step forward.

As from 29 May, the transport of live bovine and porcine animals from farms situated in the provinces of Friesland, Groningen, Drenthe and Flevoland (Northern part of the Netherlands) directly to a slaughterhouse in another Member State will be authorised, subject to notification of the competent authorities of the Member State of destination and transit.
