L'UE a accru son engagement auprès des dirigeants politiques iraquiens grâce, entre autres, à la mise en place d'un cadre pour le dialogue politique fondé sur la déclaration conjointe entre l'UE et l'Iraq concernant leur dialogue politique, qui a été signée le 21 septembre 2005, aux visites de la troïka et à la conférence internationale organisée à Bruxelles en juin 2005 avec le soutien de l'Union européenne et des États-Unis.
The EU has stepped up its engagement with the Iraqi political leadership through, among other things, the establishment of a framework for a political dialogue based on the EU-Iraq Joint Declaration on Political Dialogue signed on 21 September 2005, Troika visits and the June 2005 EU-US sponsored international conference in Brussels.

Le Conseil a souligné qu’il importe de continuer à promouvoir le développement des ressources énergétiques et des infrastructures électriques de l’Iraq, et s’est également félicité de l’inauguration, prévue pour début 2015, du centre de l’énergie UE-Iraq.
The Council underlined the importance of continuing to promote the development of Iraq's energy resources and electricity infrastructure, and also welcomed the planned inauguration in early 2015 of the EU-Iraq Energy Centre.

Un dialogue informel UE-Iraq concernant l'énergie pourrait être rapidement établi et l'Union pourrait appuyer la participation de l'Iraq dans d'autres enceintes régionales s'occupant d'énergie et de transport.
An informal EU/Iraq energy dialogue could be rapidly established and the EU could support Iraq's participation in other regional energy and transport fora.

* A strong interest in the establishment of a fair, transparent and non-discriminatory legal framework in Iraq. Predictability and legal certainty are preconditions for the very substantive investments required in the country, not least in the energy sector. Given Iraq's significant contribution to the Union's security of energy supply and the potential for the EU and Iraq to mutually benefit from increased Iraqi production of oil and natural gas, a level playing field for investment and regulatory convergence in the energy sector is of strong interest to both the EU and Iraq.

Le Conseil des ministres est invité à examiner ces recommandations afin que le Conseil européen puisse envoyer un signal clair concernant la détermination de l'Union à renforcer ses relations avec l'Iraq, dans le cadre de la résolution 1546 du Conseil de sécurité des Nations unies et aider à poser les fondements d'un Iraq sûr, stable, démocratique et prospère, en paix avec ses voisins et la région, et pleinement actif sur la scène internationale.
The Council of Ministers is invited to consider these recommendations with a view to the European Council sending a clear signal concerning the EU's commitment to strengthening its relations with Iraq in the framework of UNSCR 1546 and to help lay the foundations for a secure, stable, democratic and prosperous Iraq, at peace with its neighbours and its region, and a full and active member of the international community.

Le Conseil s'est félicité de ce que le Conseil de sécurité examine la situation en Iraq sur la base d'initiatives prises par des membres de cette institution, afin de parvenir à un accord sur la voie à suivre en ce qui concerne l'Iraq, traitant à la fois de la question des armes de destruction massive et de la façon de soulager le sort de la population civile en Iraq.
The Council welcomed the fact that the situation in Iraq is being discussed in the Security Council on the basis of initiatives by members of the UN Security Council to reach agreement on the way forward on Iraq, dealing both with issues of weapons of mass-destruction and the alleviation of the predicament of the Iraqi civilian population.

In particular, the Ministers underlined the importance they attached to Iraq's full and unconditional compliance with Resolution 687 concerning the immediate release of all Kuwaiti and other POWs and detainees held by Iraq, Iraq's weapons of mass destruction, and Iraq's payment of full compensation for the losses and damages caused by her aggression against the State of Kuwait.
