(2) considérant que le Conseil, par sa résolution du 22 juillet 1993 (5), suite à la large consultation organisée par la Commission en 1992 sur la situation dans le secteur des télécommunications (le rapport de 1992), a estimé à l'unanimité qu'un objectif majeur de la politique communautaire des télécommunications devait consister à libéraliser l'ensemble des services de téléphonie vocale publique, au plus tard le 1er janvier 1998, tout en accordant aux États membres dont les réseaux sont moins développés, à savoir l'Espagne, la Grèce, l'Irlande et le Portugal, une période de transition supplémentaire pouvant atteindre cinq ans afin de leur permettre de procéder aux ajustements structurels nécessaires, notamment en matière de tarifs; qu'il a également considéré que les réseaux de très petite dimension pouvaient, lorsque cela se justifiait, bénéficier quant à eux d'un délai de deux ans au maximum; qu'il a également reconnu à l'unanimité, dans la résolution du 22 décembre 1994 (6), que la fourniture d'infrastructures de télécommunications devrait être également libéralisée d'ici le 1er janvier 1998, moyennant des périodes de transition identiques à celles accordées pour la libéralisation de la téléphonie vocale; que le Conseil a établi, dans la résolution du 18 septembre 1995 (7), des lignes directrices pour le futur cadre réglementaire;
(2) Subsequent to the public consultation organized by the Commission in 1992 on the situation in the telecommunications sector (the 1992 Review), the Council, in its resolution of 22 July 1993 (5), unanimously called for the liberalization of all public voice telephony services by 1 January 1998, subject to additional transitional periods of up to five years to allow Member States with less developed networks, i.e. Spain, Ireland, Greece and Portugal, to achieve the necessary adjustments, in particular tariff adjustments. Moreover, very small networks should, according to the Council also be granted an adjustment period of up to two years where so justified. The Council subsequently unanimously recognized, in its resolution of 22 December 1994 (6), that the provision of telecommunications infrastructure should also be liberalized by 1 January 1998, subject to the same transitional periods as agreed for the liberalization of voice telephony. Furthermore, in its resolution of 18 September 1995 (7), the Council established basic guidelines for the future regulatory environment.

In this respect the Commission has taken into account the approved timetable for full liberalisation in Ireland: alternative infrastructures will be liberalised by July 1997, international GSM connection by January 1999 and voice telephony by January 2000.
