During the first 10 years of the Economic and Monetary Union the European Parliament has played an active role. It has done this through its work in many areas, by co-legislating in the field of the internal market, in particular as relates to financial services, by being one of the decision makers in the enlargement of the euro area, by giving opinions and advice on the main macro-economic developments, by facilitating debate on current economic developments, by increasing transparency and accountability of economic policy decision-making, and by institutionalising an open and transparent monetary dialogue with the European Central Bank.

De nouvelles relations avec les parlements nationaux, dont la transmission directe des nouvelles propositions et des documents de consultation. Une proposition de calendrier pour une approche graduelle en vue d'apporter une solution aux questions institutionnelles. The Commission will launch a fundamental, forward looking review of the single market and present a report with concrete proposals next year; Creation of an entitlement card which will enable every European citizen to be aware of and enjoy full access to their rights; Launching a comprehensive stocktaking of today’s European society and an agenda for universal access and solidarity, in parallel with the single market review; Improving decision-making to make Europe a safer place to live, through use of the existing Treaty provisions for greater use of the Community method in areas like organised crime, terrorism, trafficking of persons and cooperation between police forces; Taking forward the debate on the value added of enlargement and the Union’s capacity to absorb new members with a Commission paper on enlargement strategy; A new approach to external competitiveness including looking into improved access to markets overseas and new priorities in trade relations; A strategy paper (Concept Paper) with concrete ideas on Europe’s role in the World; A further set of proposals to make cutting red tape (better regulation) a reality across the EU; Work on access to documents in the European Union will be accelerated; A new relationship with national Parliaments, including direct transmission of new proposals and consultation papers; A proposed timetable with a step by step approach to a solution to institutional questions; A declaration inspired by the Messina declaration to ensure that Europe moves ahead on a common footing.

Le FED actuel, qui est le neuvième, venant à expiration en 2007, l'élargissement de l'Union étant imminent et le débat sur le cadre financier après 2006 étant lancé, la Commission est d'avis que le moment est idéal pour entamer les travaux sur cette question.
With the current (9th) EDF due to expire in 2007, the imminent enlargement of the EU, and the launching of the debate on the financial framework after 2006, the Commission considers that this is the ideal time to set to work on the issue.

Les aménagements, dans le cadre du présent projet, comprennent la construction, le long d'un tronçon de l'autoroute actuelle, d'une chaussée à deux fois deux voies, l'élargissement de chaussées existantes, ainsi que d'autres travaux, notamment la construction de tunnels dans les Apennins, la mise en place de bandes d'arrêt d'urgence et de glissières de sécurité et la reconstruction d'échangeurs et de barrières de péage. Le projet permettra de fluidifier le trafic, tant local que longue distance, et d'améliorer les conditions de sécurité de manière à répondre aux normes internationales.
The upgrade includes a dual carriageway along a new section of the motorway, the widening of the existing carriageways, and other works involving the construction of tunnels in the section crossing the Apennines mountains, the addition of emergency lanes, guardrails and reconstruction of interchanges and toll plazas. Completion will improve traffic fluidity for commuters and long distance traffic and increase road safety, meeting international standards.
