TRADUCTIONS EN CONTEXTE

24. relève avec inquiétude les différences considérables existant entre les coûts de traduction des diverses institutions de l'Union; demande dès lors au groupe de travail interinstitutionnel sur la traduction de déterminer les causes de telles disparités et de proposer des solutions pour mettre fin à ce déséquilibre et harmoniser les coûts de traduction en respectant autant que possible la qualité et la diversité linguistique; estime, à cette fin, que le groupe de travail devrait relancer la collaboration entre les institutions afin de mettre en commun les meilleures pratiques et les résultats, ainsi que de déterminer les domaines où la coopération ou les accords interinstitutionnels pourraient être renforcés; signale que le groupe de travail devrait également chercher à mettre au point une méthode unifiée de présentation des dépenses de traduction pour l'ensemble des institutions, dans le but de simplifier l'analyse et la comparaison des coûts; indique que le groupe de travail devrait présenter ses résultats avant la fin de l'année 2015; incite toutes les institutions à contribuer activement aux travaux du groupe de travail interinstitutionnel; rappelle, à cet égard, l'importance fondamentale que revêt le multilinguisme dans les institutions européennes pour garantir l'égalité de traitement et l'égalité des chances de tous les citoyens de l'Union;
24. Observes with concern the enormous disparities in translation costs for the different Union institutions; asks consequently that the Interinstitutional Working Group on Translation identify the causes of these disparities and put forward solutions that will bring this imbalance to an end and produce harmonised translation costs that fully respect quality and linguistic diversity; notes, with this in mind, that the Working Group should relaunch collaboration between the institutions in order to share best practice and outcomes and identify those areas in which cooperation or agreements between institutions may be strengthened; notes that the Working Group should also aim to establish a unified methodology for presentation of translation costs which all the institutions can use, in order to simplify the analysis and comparison of these costs; notes that the Working Group should present the results of this work before the end of 2015; calls on all the institutions to play an active part in the work of the Interinstitutional Working Group; recalls in this regard the fundamental importance of respect for multilingualism in the Union institutions in order to guarantee equal treatment and equal opportunities for all Union citizens;

Parmi les principaux éléments, on peut citer: l’amélioration de la coordination et de la transparence interinstitutionnelles, la création d'un cadre stable pour les instruments « non contraignants »[5] qui devrait faciliter leur utilisation future, le recours accru aux analyses d'impact dans le processus de décision communautaire et la modification, par le Parlement et le Conseil, de leurs méthodes de travail afin d'accélérer l'adoption de propositions de simplification.
Its main elements include improving inter-institutional coordination and transparency, providing a stable framework for ‘soft law’ instruments[5] that should facilitate their future use, increasing the use of impact assessment in Community decision-making, and having Parliament and the Council modify their working methods to accelerate the adoption of simplification proposals.

Elle souligne aussi que la législation communautaire devrait être rendue plus accessible et se félicite à cet égard de l'adoption et de la mise en oeuvre, pour la première fois, d'une méthode de travail accélérée en vue d'une codification officielle des textes législatifs, mise en place par l'accord interinstitutionnel du 20 décembre 1994 (Journal officiel des Communautés européennes C 102 du 4 avril 1996, p. 2).
It also stresses that Community legislation should be made more accessible and welcomes in this regard the adoption and first implementation of an accelerated working method for official codification of legislative texts, established by the Interinstitutional Agreement of 20 December 1994 (Official Journal of the European Communities, C 102 of 4 April 1996, p. 2).
