La Commission rend, dans les trois mois de la soumission du programme de travail, un avis sur les objectifs spécifiques de l'EIT, définis dans Horizon 2020, et les complémentarités du programme avec les politiques et les instruments de l'Union.
The Commission shall deliver an opinion on EIT specific objectives as defined in Horizon 2020 and its complementarities with Union policies and instruments within three months of the submission of the work programme.

It also highlighted a number of ambiguities and under-estimates in relation to the definition of undeclared work, the distinction between workers who are obliged to remain in the shadow economy and those who make a deliberate choice to do so, the weight of the administrative and tax burden on small and medium-sized and craft enterprises, the management of illegal immigrants, the regulation of new forms of work, the variety of types of undeclared work, and the potential inefficacy of some of the planned measures.
