IN-CONTEXT TRANSLATIONS

Recalls that the level of the preliminary draft estimates for the 2014 budget, as suggested by the Secretary-General in his report to the Bureau, amounts to EUR 1 813 144 206; takes into account the rate of increase of 3,58% compared with the 2013 budget; stresses that this proposed increase consists of legal obligations, specifically an increase of 2,20%, stems from the exceptional one-year additional expenses of electing a new Parliament and becoming a truly independent democratic institution by applying its own Statutes for Members and their assistants, and an increase of 1,30% deriving from other legal obligations; welcomes the plans of the Joint Bureau and Committee on Budgets Working Group to investigate structural reforms in Parliament's budget and expects this work to present options for savings in the 2014 budget by September 2013, without jeopardising legislative excellence or the quality of working conditions;

35. rappelle sa décision prise en séance plénière de se prononcer clairement en faveur de l'adoption d'un véritable statut des assistants des députés; invite le groupe de travail sur les assistants des députés à poursuivre ses travaux et à proposer des solutions aux problèmes auxquels les assistants sont confrontés, s'agissant par exemple des règles gouvernant les assurances sociales et la fiscalité, en raison de la spécificité du travail d'assistant; tient à ce que ces propositions apportent une amélioration aux régimes qui s'appliquent aujourd'hui à certaines nationalités;
35. Notes plenary's decision to fully support the adoption of a real and meaningful statute for Members´ assistants; calls on the Working Party on Members' Assistants to continue its work and propose solutions to the problems that assistants encounter with regard to e.g. social security and tax provisions as a result of the specificity of the job of assistant; these proposals should be an improvement compared to existing arrangements for some nationalities;

6. estime, en tant que colégislateur, que ses membres doivent bénéficier de conditions de travail optimales de nature à faciliter l'accomplissement de leur mission et à élever la qualité de la législation de l'Union; est d'avis que l'assistance aux députés peut être améliorée par la mise à disposition, à bref délai, d'informations spécialisées ou techniques appropriées; tient à ce que ses députés soient mieux informés et sensibilisés à tous les matériels et ressources mis à leur disposition sur la base du travail accompli par divers services du Parlement (études, documents techniques ou d'information générale);
6. Considers that, as a co-legislator, optimal working conditions should be provided to its Members in order to facilitate the accomplishment of their role and enhance the quality of EU legislation; is of the opinion that the assistance to Members can be improved by providing the adequate specialised or technical information within short time frames; insists that MEPs should be better informed and aware of all the resources and materials available to them on the basis of the work undertaken by different services within Parliament (studies, technical and background documents);

Ce ne serait pas uniquement un problème pour les nombreux assistants que nous employons dans nos circonscriptions électorales, parce qu’il s’agit précisément de renforcer le lien avec les circonscriptions électorales : cela ne correspondrait pas non plus à la structure de travail de notre Parlement, puisque notre Assemblée a, conformément à la décision du Conseil, son siège à Strasbourg et tient ici ses sessions plénières.
That would not only be a problem for the many staff we maintain in our constituencies, because the very purpose of that is to strengthen feedback to the constituency, but it would also fail to take account of the structure of our Parliament’s work, because following the Council’s decision this House has its seat in Strasbourg and holds its plenary sessions here.

30. L'organisme compétent chef de file, assisté du groupe de travail ad hoc, effectue une étude de faisabilité et une étude de marché, tient compte des considérations relatives au cycle de vie et fait l'analyse de l'amélioration, comme prévu à l'annexe II dudit règlement, en tenant compte des exigences et des dispositions applicables fixées à l'article 3, à l'annexe I et au point 1 de l'annexe IV.
30. The lead competent body with the assistance of the ad hoc working group shall, amongst others and to an appropriate degree, carry out the feasibility and market study, the life cycle considerations and the improvement analysis referred to in Annex II of the said Regulation, taking into account the requirements and applicable provisions laid down in Article 3, Annex I and Annex IV(1).
