L’article 1er précise en outre qu'il convient de préserver, par des dispositions transfrontières, l’utilisation de la bande 700 MHz par le haut débit sans fil après l'échéance commune de l’Union.

The proposals will include: (i) portability of legally acquired content, (ii) ensuring cross-border access to legally purchased online services while respecting the value of rights in the audiovisual sector, (iii) greater legal certainty for the cross-border use of content for specific purposes (e.g. research, education, text and data mining, etc.) through harmonised exceptions,(iv) clarifying the rules on the activities of intermediaries in relation to copyright-protected content and, in 2016, (v) modernising enforcement of intellectual property rights, focusing on commercial-scale infringements (the 'follow the money' approach) as well as its cross-border applicability.

Conformément au principe de précaution et sans préjudice des dispositions de la directive 2001/18/CE, le présent règlement a pour objectifs de mettre en place un système commun de notification et d'information concernant les mouvements transfrontières d'organismes génétiquement modifiés (OGM) et de garantir une mise en oeuvre cohérente des dispositions du protocole au nom de la Communauté, afin de contribuer à assurer un niveau adéquat de protection pour le transfert, la manutention et l'utilisation sans danger des OGM qui peuvent avoir des effets défavorables sur la conservation et l'utilisation durable de la diversité biologique, en tenant compte également des risques pour la santé humaine.
In accordance with the precautionary principle, and without prejudice to the provisions of Directive 2001/18/EC, the objectives of this Regulation are to establish a common system of notification and information for transboundary movements of genetically modified organisms (GMOs) and to ensure coherent implementation of the provisions of the Protocol on behalf of the Community in order to contribute to ensuring an adequate level of protection in the field of the safe transfer, handling and use of GMOs that may have adverse effects on the conservation and sustainable use of biological diversity, taking also into account risks to human health.

(2) L'article 1er du protocole spécifie que, conformément à l'approche de précaution consacrée par le principe 15 de la déclaration de Rio sur l'environnement et le développement, l'objectif du protocole est de contribuer à assurer un niveau adéquat de protection pour le transfert, la manutention et l'utilisation sans danger des organismes génétiquement modifiés (OGM) résultant de la biotechnologie moderne qui peuvent avoir des effets défavorables sur la conservation et l'utilisation durable de la diversité biologique, compte tenu également des risques pour la santé humaine, en mettant plus précisément l'accent sur les mouvements transfrontières.
(2) Article 1 of the Protocol specifies that, in accordance with the precautionary approach contained in Principle 15 of the Rio Declaration on Environment and Development, the objective of the Protocol is to contribute to ensuring an adequate level of protection in the field of safe transfer, handling and use of genetically modified organisms (GMOs) resulting from modern biotechnology that may have adverse effects on the conservation and sustainable use of biological diversity, taking also into account risks to human health and specifically focusing on transboundary movements.

1. The provisions of Chapter II, section 1 shall not apply to transboundary movements of GMOs intended for contained use where such transboundary movements are undertaken in accordance with the standards of the Party or non-Party of import.

(19) Afin de réagir efficacement aux mouvements transfrontières non intentionnels d'OGM susceptibles d'avoir des effets défavorables importants sur la conservation et l'utilisation durable de la diversité biologique, et compte tenu également des risques pour la santé humaine, tout État membre, dès qu'il a connaissance d'un événement qui relève de sa compétence et qui a pour résultat une dissémination pouvant entraîner un mouvement transfrontière non intentionnel d'un OGM susceptible d'avoir de tels effets, devrait prendre les mesures appropriées pour informer le public, et informer rapidement la Commission et tous les autres États membres, les États effectivement touchés ou susceptibles de l'être, le Centre d'échange pour la prévention des risques biotechnologiques (CEPRB) et, le cas échéant, les organisations internationales compétentes.
(19) In order to respond efficiently to unintentional transboundary movements of GMOs that are likely to have a significant adverse effect on the conservation and sustainable use of biological diversity, taking into account risks to human health, a Member State should, as soon as it becomes aware of an event under its jurisdiction resulting in a release that may lead to an unintentional transboundary movement of a GMO that is likely to have such effects, take the appropriate measures to inform the public and inform without delay the Commission, all other Member States, affected or potentially affected States, the Biosafety Clearing-House (BCH) and, where appropriate, relevant international organisations.
