A "Partnership for Democracy and Shared Prosperity" should be built on the following three elements: democratic transformation and institution-building, with a particular focus on fundamental freedoms, constitutional reforms, reform of the judiciary and the fight against corruption a stronger partnership with the people, with specific emphasis on support to civil society and on enhanced opportunities for exchanges and people-to-people contacts with a particular focus on the young sustainable and inclusive growth and economic development especially support to Small and Medium Enterprises (SMEs), vocational and educational training, improving health and education systems and development of the poorer regions.

The fourth theme in the transformation agenda is around community corrections and enhancing our capacity to develop and implement an effective community corrections strategy so that we are able to supervise and monitor offenders while they are out in the community, either under day parole, full parole, statutory release or even the long- term supervision orders that can run up to 10 years after warrant expiry.

Les mesures générales proposées pour la diffusion de ces résultats s'articulent autour de quatre axes principaux : - la fourniture au public spécialisé, aux institutions communautaires et aux administrations nationales d'informations sur les programmes et les projets communautaires dans le domaine de la RDT par les moyens traditionnels et électroniques; - l'identification, la sélection et la protection des résultats provenant des programmes communautaires; - la diffusion dans l'ensemble de la Communauté, par les moyens traditionnels et électroniques, des résultats jugés non exploitables à court et à moyen terme, mais pouvant contribuer de façon substantielle au progrès scientifique; - le soutien à l'exploitation active des résultats par la mise en oeuvre d'un large éventail de mesures destinées à améliorer considérablement, en termes quantitatifs et qualitatifs, le processus de transformation de ces résultats en activités économiques nouvelles.
The general measures proposed for the dissemination of results fall into four main categories: - the making available to the specialized public, Community institutions and national administrations of information on Community RTD programmes and projects by both traditional and electronic means; - the identification, screening and protection of results coming from Community programmes; - the dissemination through the Community by traditional and electronic means of those results judged not to be exploitable in the short to medium term, but which can make a substantial contribution to scientific advances; - support for the active exploitation of results through a wide- ranging set of measures designed to produce a substantial improvement in quantitative and qualitative terms in the process whereby these results are transformed into new economic activities.

On the basis of the problems identified, the strategy to be followed in this area will pursue three main goals: - improving the competitiveness of agriculture by assistance for production and marketing and processing; - the modernization of agricultural structures, including basic infrastructure and facilities; - rural development through the revitalization of rural areas and the diversification of activity, including the protection and development of natural resources, the environment and locally- generated potential.

Les mesures traduisant ces objectifs s'articulent autour des stratégies prioritaires suivantes : - Améliorer les structures foncières des exploitations (remembrement, etc.); - Maîtriser l'eau dans les sols de Bresse (par exemple, assainissement et aménagement des rivières et bassins écrêteurs); - Soutenir ainsi les tentatives d'innovation et de diversification (seconde transformation de produits agricoles, tourisme rural, etc.); - Valoriser des produits typiques existants (beurre de Bresse, crème, fromage, volaille); - Diversifier des activités secondaires et tertiaires (création de zones d'activité, bâtiments relais, etc.); - Développer le tourisme rural (renforcement de la filière existante, diversification de l'offre, etc.); - Protéger l'environnement (maintien du bocage bresson, des sites et des paysages du Revermont et réduction des nuisances agricoles).
The priority strategies will be to : - improve farm structure (reparcelling, etc.); - improve mater management (for example, drainage and development of rivers and retarding basins; - provide support for innovative action and diversification schemes (second-stage processing of agricultural products, rural tourism, etc.); - add value to typical products (Bresse butter, cream, cheese and poultry); - promote diversification in manufacturing and services (establishment of business development areas, short-stay premises, etc.); - develop rural tourism (by improving existing amenities, diversifying tourist "packages"); - safeguard the environment (by maintaining the typical Bresse landscape and Revermont beauty spots and countryside and reducing agricultural pollution).
