– having regard to the opinion on ‘The Transatlantic Trade and Investment Partnership (TTIP)’ of the Committee of the Regions (ECOS-V-063) adopted during the 110th plenary session (11-13 February 2015), and to the opinion of the European Economic and Social Committee of 4 June 2014 on ‘Transatlantic trade relations and the EESC's views on an enhanced cooperation and eventual EU-USA FTA’,

se rallie à l'avis selon lequel, au vu des droits de douane existants, en moyenne peu élevés, le démantèlement des barrières non tarifaires, composées principalement de procédures douanières, de normes techniques et de restrictions réglementaires internes, est l'élément essentiel qui permettra d'optimiser le potentiel de la relation transatlantique; souscrit à l'objectif proposé par le groupe de travail de haut niveau, à savoir une évolution progressive vers un marché transatlantique encore plus intégré;
Supports the view that, given already-existent low average tariffs, the key to unlocking the potential of the transatlantic relationship lies in the tackling of NTBs, which consist mainly of customs procedures, technical standards, and behind-the-border regulatory restrictions; supports the objective proposed by the HLWG of moving progressively towards an even more integrated transatlantic marketplace;

considérant que, bien que les relations économiques entre l'Union et les États-Unis soient parmi les plus ouvertes au niveau mondial, et bien que les marchés transatlantiques soient fortement intégrés grâce à de vastes flux de commerce et d'investissement (avec, en 2011, un volume de commerce bilatéral de 702,6 milliards d'EUR et un stock d'investissement bilatéral estimé à 2,394 billions d'EUR), le potentiel de la relation transatlantique est, de l'avis général, loin d'être optimisé, considérant que, les deux parties partageant des valeurs communes, des systèmes juridiques similaires et de hauts niveaux de protection des travailleurs et de protection de l'environnement, elles devraient tirer parti de ces similitudes pour assurer l'emploi et la croissance dont toutes deux ont besoin, et considérant qu'une étude effectuée en 2009 pour la Commission a répertorié les principales barrières non tarifaires dont pâtit encore le commerce transatlantique et estimé leur incidence économique, et a conclu que l'élimination de la moitié de ces barrières et de ces incompatibilités réglementaires permettrait une augmentation du PIB de 163 milliards d'EUR d'ici à 2018 des deux côtés de l'Atlantique nord;
whereas, although the economic relationships between the EU and the US are among the most open in the world, and although transatlantic markets are deeply integrated through large flows of trade and investment (with a bilateral trade volume of EUR 702,6 billion, and a bilateral investment stock valued at EUR 2,394 trillion, in 2011), there is a general consensus that the potential of the transatlantic relationship is far from being fully exploited, whereas the EU and US share common values, similar legal systems and high standards of labour and environmental protection, and should exploit these synergies to secure the growth and jobs both partners need, and whereas a study carried out in 2009 for the Commission identified the most important non-tariff measures that affect trade between the EU and the US, and estimated their economic impact, suggesting that the removal of half of such existing measures and regulatory divergences would translate into an increase in GDP of EUR 163 billion until 2018 on both sides of the North Atlantic;

accorde son soutien aux effort déployés pour coopérer le plus étroitement possible dès le début du processus règlementaire pour l'élaboration de normes, pour la cohérence réglementaire et pour une meilleure harmonisation des normes, afin de promouvoir davantage le commerce et la croissance qui pourraient améliorer l'efficacité et s'attaquer de manière effective aux barrières non tarifaires; partage l'avis du groupe de travail à haut niveau selon lequel un accord négocié excluant la coopération et la réforme réglementaires serait insignifiant du point de vue économique et indéfendable au niveau politique, et ce pour les deux parties; souligne que la compatibilité réglementaire constitue le principal défi d'un accord transatlantique ambitieux et rappelle, à cet égard, que les différences en matière de réglementation et les mesures "après la frontière" constituent une entrave particulière aux échanges pour les PME;
Supports efforts towards maximum upstream regulatory cooperation on standards, regulatory coherence and better alignment of standards, to further promote trade and growth that could improve efficiency and effectively address NTBs; reinforces the HLWG’s claim that any deal negotiated that would exclude regulatory cooperation and reform would be economically insignificant and politically untenable on both sides; stresses that regulatory compatibility is the foremost challenge of an ambitious transatlantic agreement, and recalls in this respect that regulatory differences and behind-the-border measures constitute a particular barrier to trade for small and medium-sized enterprises (SMEs);

73. insiste sur l'importance primordiale des relations transatlantiques; est d'avis que des sommets réguliers réunissant les États-Unis et l'UE permettraient d'identifier des objectifs communs et de coordonner leurs stratégies face aux menaces et aux défis d'importance mondiale, y compris notamment la gouvernance économique, afin d'arriver à une approche commune envers les puissances émergentes; accueille favorablement le rapport du groupe de travail de haut niveau sur l'emploi et la croissance; estime que le Conseil économique transatlantique (CET) et le dialogue transatlantique des législateurs (DTL) devraient comprendre une réflexion sur l'engagement stratégique de l'UE et des États-Unis envers les BRICS et d'autres pays émergents concernés, envers l'ANASE, l'Union africaine, le Mercosur, la Communauté andine et la CELAC et sur la manière de renforcer la convergence réglementaire avec ces pays; souligne l'importance du CET en tant qu'organe responsable du renforcement de l'intégration économique et de la coopération réglementaire, et du DTL en tant que forum pour le dialogue parlementaire et la coordination du travail parlementaire pour les deux parties sur des questions d'intérêt commun, notamment sur la législation pertinente pour le marché transatlantique; rappelle la nécessité de créer, sans délai, un Conseil politique transatlantique, en tant qu'organe ad hoc de consultation et de coordination systématiques de haut niveau pour les questions de politique étrangère et de sécurité entre l'UE et les États-Unis parallèlement à l'OTAN;
73. Underlines the utmost importance of transatlantic relations; takes the view that regular EU-US summits would provide an opportunity to identify common objectives, and to coordinate strategies on threats and challenges of global relevance, including, inter alia , economic governance, and on developing a common approach towards the emerging powers; welcomes the report of High Level Working Group on Jobs and Growth; considers that the Transatlantic Economic Council (TEC) and the Transatlantic Legislators Dialogue (TLD) should include a reflection on strategic engagement by the EU and the US with the BRICS and other relevant emerging countries, as well as with ASEAN, the African Union, Mercosur, the Andean Community and CELAC on how to foster regulatory convergence with such countries; underlines the importance of the TEC, as the body responsible for enhancing economic integration and regulatory cooperation, and the TLD, as a forum for parliamentary dialogue and for coordinating parliamentary work from both sides on issues of common concern, especially legislation relevant for the transatlantic market; recalls the need to set up, with no further delay, a Transatlantic Political Council as an ad hoc body for systematic, high-level consultation and coordination on foreign and security policy issues between the EU and the USA in parallel with NATO;

12. est d'avis que la prise en compte de la dimension sociale dans la structure institutionnelle de l'agenda transatlantique grâce à l'instauration du dialogue transatlantique sur le travail et du dialogue transatlantique sur l'environnement est de nature à faire progresser encore l'intégration économique et sociale transatlantique; estime que ces deux nouveaux piliers de l'agenda transatlantique pourraient aussi trouver place dans le comité consultatif du CET dès lors que les législateurs participent pleinement aux travaux du Conseil économique transatlantique;
12. Believes that the inclusion of the social dimension in the institutional structure of the Transatlantic Agenda by means of the setting-up of the Transatlantic Labour Dialogue (TALD) and the Transatlantic Environment Dialogue (TAED) may contribute to further transatlantic economic and social integration; is of the opinion that these new pillars of the Transatlantic Agenda could also participate in the Advisory Board of the TEC, provided that legislators are fully involved in the TEC;

44. appelle en conséquence les dirigeants de l'Union et des États-Unis ainsi que les coprésidents du CET à prendre en compte ce rôle primordial des législateurs pour la réussite à long terme du processus et les invite instamment à associer pleinement et directement les représentants du dialogue transatlantique des législateurs aux travaux du CET; reconnaît également l'importance du rôle des acteurs appartenant au monde des entreprises et des consommateurs, qui apportent aux travaux du CET le bénéfice de leurs réflexions et de leurs avis d'experts; est toutefois d'avis que le rôle consultatif de ces parties prenantes doit être différencié du rôle législatif du Congrès des États-Unis et du Parlement européen;
44. Calls, therefore, upon the leadership of the EU and the US and the co-chairs of the TEC to take account of the crucial role of legislators for the long-term success of the process, and urges them to involve the representatives of the TLD fully and directly in the work of the TEC; acknowledges at the same time the importance of business and consumer stakeholders in providing reflection on, and expert input into, the work of the TEC; is however of the view that their consultative role is to be differentiated from the legislative role of the US Congress and Parliament;

Le CEPD partage l'avis selon lequel un cadre juridique clair est nécessaire pour le transfert de données aux pays tiers et a donc accueilli positivement les travaux menés conjointement par les autorités de l'UE et des États-Unis au sein du groupe de contact à haut niveau concernant un éventuel instrument transatlantique pour la protection des données, tout en préconisant de faire preuve d'une plus grande clarté et d'accorder davantage d'attention à certaines questions (27).
The EDPS shares the need for a clear legal framework for transferring data to third countries, and thus welcomed the joint work of the EU and the US authorities in the High-Level Contact Group on a possible transatlantic instrument on data protection, while calling for more clarity and attention to specific issues (27).
