a.Réaffirmer la détermination de l’UE à mettre davantage l’accent sur les DESC dans le cadre de sa politique extérieure, y compris la programmation de l’aide extérieure, tout en soulignant que les droits de l’homme sont indivisibles et interdépendants et que le renforcement de la dimension des DESC ne reflète en aucun cas un affaiblissement des engagements existants en faveur des droits civils et politiques; souligner que la dimension des droits de l’homme est clairement reconnue dans des domaines tels que la politique sociale, la santé, l’éducation ou la qualité de vie; renforcer les capacités en veillant à ce que tous les membres concernés du personnel de l’UE et des États membres ainsi que les acteurs de la société civile, y compris les partenaires sociaux sur le terrain, soient informés des traités internationaux en matière de droits économiques, sociaux et culturels, en particulier ceux qui ont trait aux principes et aux droits fondamentaux au travail (conventions fondamentales de l’OIT).
a.Reaffirm the EU commitment to increase its focus on ESCR in EU’s external policy, including in its programming of external assistance, while also emphasizing that human rights are indivisible and interlinked, and that the strengthening of the ESCR dimension does not in any way reflect a weakening of existing commitments to Civil and Political Rights; emphasize the clear recognition of the human rights dimension in areas such as social policy, health, education, or standard of living; develop capacity building ensuring that all relevant EU and Member States staff as well as civil society actors, including social partners on the ground are informed of the international treaties related to economic, social and cultural rights, in particular those related to fundamental principles and rights at work (ILO fundamental conventions).

whereas the Treaty of Lisbon confers significant new prerogatives on the European Union in fields such as external action (Article 27(3) TEU), sport (Article 165 TFEU), space (Article 189 TFEU), climate change (Article 191 TFEU), energy (Article 194 TFEU), tourism (Article 195 TFEU) and civil protection (Article 196 TFEU);

fait observer que le plan d'action de l'UE dans le domaine CBRN bat en brèche la nouvelle répartition des compétences entre les États membres et l'UE mise en place par le traité de Lisbonne comme prévu à l'article 5 du traité UE en liaison avec les principes d'attribution, de subsidiarité et de proportionnalité; fait observer que le plan d'action couvre le domaine des compétences internes partagées (article 4 du traité FUE) pour ce qui est de l’espace de liberté, de sécurité et de justice, les considérations de sécurité commune et les transports ainsi que les mesures touchant à la protection civile (article 196 du traité FUE) de même que l'action extérieure de l'Union (articles 21 et 22 du traité UE);
Notes that the EU CBRN Action Plan straddles the new division of competences between the Member States and the EU following the entry into force of the Lisbon Treaty, as envisaged in Article 5 TEU in connection with the principles of conferral, subsidiarity and proportionality; points out that the EU CBRN Action Plan covers the area of shared internal competences (Article 4 TFEU) regarding the area of freedom, security and justice, common safety concerns, and transport; civil protection measures (Article 196 TFEU); as well as external actions of the Union (Articles 21 and 22 TEU);

The purpose of this Decision is to establish the organisation and functioning of the European External Action Service (‘EEAS’), a functionally autonomous body of the Union under the authority of the High Representative, set up by Article 27(3) of the Treaty on European Union (‘TEU’), as amended by the Treaty of Lisbon.

(3) It shall be a prohibited practice within the meaning of Article 60 (1) of the Treaty for a seller to align his quotation on the terms offered by undertakings outside the Community under the last subparagraph of Article 60 (2) (b) of the Treaty, where the seller cannot show that alignment was necessitated by actual competition from the undertaking outside the Community and that as regards the mode of quotation he has observed the requirements of Article 3 (3) of this Decision".
