The United Nations, its specialised agencies and the International Atomic Energy Agency, as well as any State or regional economic integration organisation entitled pursuant to Article 24 to sign this Protocol but which is not a Party to it, and any intergovernmental organisation qualified in the fields to which the Protocol relates, shall be entitled to participate as observers in the sessions of the Meeting of the Parties.

1. The International Olive Council shall make whatever arrangements are appropriate for consultation or cooperation with the United Nations and its organs, in particular the United Nations Conference on Trade and Development (Unctad), the United Nations Development Programme (UNDP), the World Health Organisation (WHO), the Food and Agriculture Organisation of the United Nations (FAO), the Joint FAO/WHO Programme of the Codex Alimentarius Commission, the International Labour Organisation (ILO), the United Nations Educational, Scientific and Cultural Organisation (Unesco) and other specialised agencies of the United Nations and with such intergovernmental, governmental and non-governmental organisations as may be appropriate for the olive sector and as may strive to provide funds to support the activities of the International Olive Council for the benefit of all the Members.

L'Organisation des Nations unies, ses institutions spécialisées et l'Agence internationale de l'énergie atomique, ainsi que tout État ou organisation d'intégration économique régionale qui est habilité en vertu de l'article 17 à signer la convention mais qui n'est pas partie à ladite convention, et toute organisation intergouvernementale qui possède des compétences dans des domaines ayant un rapport avec la présente convention sont autorisés à participer en qualité d'observateurs aux réunions des parties.
4. The United Nations, its specialised agencies and the International Atomic Energy Agency, as well as any State or regional economic integration organisation entitled under Article 17 to sign this Convention but which is not a Party to this Convention, and any intergovernmental organisation qualified in the fields to which this Convention relates, shall be entitled to participate as observers in the meetings of the Parties.

Après la date d’entrée en vigueur de la présente convention, pour tout État ou toute organisation régionale d’intégration économique qui satisfait aux exigences de l’article XXVII ou de l’article XXX, la présente convention entre en vigueur pour cet État ou cette organisation régionale d’intégration économique le trentième (30e) jour suivant le dépôt de son instrument de ratification, d’acceptation, d’approbation ou d’adhésion.

After the date of entry into force of this Convention, with respect to each State or regional economic integration organization that meets the requirements of Article XXVII or Article XXX, this Convention shall enter into force for said State or regional economic integration organization on the thirtieth (30th) day following the deposit of its instrument of ratification, acceptance, approval, or accession.

For the purposes of this Directive, 'authorities' means any organization, stockrearing organization, breeders' association, private undertaking or official service which is recognized in respect of the species and/or breed concerned, for the purpose of keeping a herd book or register in accordance with the relevant provisions of Directives 77/504/EEC, 88/661/EEC, 89/361/EEC, 90/427/EEC and 91/174/EEC.

Any agency or body technically qualified in protection, conservation and management of migratory species, in the following categories, which has informed the Secretariat of its desire to be represented at meetings of the Conference of the Parties by observers, shall be admitted unless at least one-third of the Parties present object: (a) international agencies or bodies, either governmental or non-governmental, and national governmental agencies and bodies ; and
