À l’occasion de cette signature, Dario Scannapieco, vice-président de la BEI chargé notamment des opérations en Grèce, a déclaré : « L’accord signé aujourd’hui est une étape importante dans notre soutien à l’économie réelle en Grèce, car il s’agit de la première opération de financement au titre du Fonds de garantie à l’appui des PME, imaginé tout spécialement par la BEI pour répondre aux besoins de l’économie grecque et conçu spécifiquement pour développer les synergies entre les programmes de prêt et les fonds de l’UE, conformément aux décisions du Conseil européen.

Par le quatrième moyen d’annulation, la requérante soutient que la Commission a procédé à une interprétation et à une application incorrectes de l’article 107, paragraphe 3, sous b), TFUE, et a fait un mauvais usage du pouvoir d’appréciation dont elle dispose dans le domaine des aides d’État puisque, en tout état de cause, les paiements de 2009 devaient être considérés comme compatibles avec le marché commun du fait des perturbations économiques très graves et manifestes que connaît l’économie grecque dans son ensemble et que l’entrée en vigueur d’une disposition du droit primaire de l’Union européenne ne saurait dépendre de l’entrée en vigueur d’une communication de la Commission, telle que le Cadre communautaire temporaire de soutien (CCTS).
As the fourth ground for annulment, the applicant maintains that the Commission made an erroneous interpretation and application of Article 107(3)(b) TFEU, and misused the discretion which it has in the field of State aid, since in any event the 2009 payment should have been regarded as consistent with the common market because of the manifestly severe economic disruption of the entire Greek economy and because the validity of a provision of European Union primary law cannot be dependent on the validity of a communication by the Commission, such as the Temporary Community framework on support (hereafter TCF).

La Commission s’est activement impliquée dans l’élaboration d’un programme de stabilisation pour l’économie grecque et dans l’adoption d’un vaste paquet de sauvetage financier en vue de soutenir la stabilité financière dans toute la zone euro et d’assurer la stabilité de l’économie grecque.
The Commission has been actively involved in the construction of a stabilisation programme for the Greek economy and the adoption of a huge financial rescue package to support financial stability throughout the euro area and to ensure the stability of the Greek economy.

La modération salariale au niveau de toute l’économie, avec le signal important que constituent, pour le secteur privé, les réductions de salaire dans le secteur public, et les mesures d’austérité fiscale sont par conséquent indispensables pour remettre l’économie grecque sur pied via la restauration de la compétitivité et la réalisation de la consolidation fiscale.
Economy-wide wage moderation, with public sector wage cuts playing an important signalling role to the private sector, and fiscal austerity measures are thus indispensable to put the Greek economy on a stronger footing by restoring competitiveness and achieving fiscal consolidation.

Almunia et de M. Trichet, qui ont assuré au Parlement qu’il n’y a pas de risque de cohésion dans la zone euro, que nos défenses collectives ne fonctionnent pas, et, pour ce qui est de l’économie grecque, je voudrais informer M. Whittaker qu’il doit s’habituer à l’idée que nous sommes toujours l’un des rares pays à avoir une croissance positive et un faible taux de chômage, même en ces temps très durs.
– (EL) Madam President, allow me to start, before I address the topic of the debate, to comment on the indescribable and painful attack by the euro-sceptics behind me on the euro zone and the Greek economy; I refer merely to the statements by Mr Almunia and Mr Trichet, who have assured the House that there is no risk of cohesion in the euro zone, that our collective defences are not working and, as far as the Greek economy is concerned, may I inform Mr Whittaker that he needs to get used to the idea that we are still one of the few countries with positive growth and low unemployment, even in these very difficult times.

En outre, étant donné qu’un séisme important constitue un évènement dont ni le chantier naval, ni les autorités grecques ne sont responsables, un évènement exceptionnel qui n’est pas lié à l’économie ni à l’activité économique, la Commission aurait, selon toute probabilité, estimé qu’il justifiait un retard de quelques mois.
In addition, since a severe earthquake is an event beyond responsibility of the yard and of the Greek authorities, which is exceptional and not related to the economy and the business, the Commission would have probably considered that it can justify some months of delay.
