Ce tarif se justifie par des contraintes d’orientation du trafic qui n’incitent pas les opérateurs à diminuer unilatéralement leurs prix de gros standard puisque le trafic sera reçu quel que soit le tarif appliqué.
Such charges are caused by traffic steering limitations which leave operators with no incentive to reduce their standard wholesale prices unilaterally since the traffic will be received irrespective of the price charged.

(19) The maximum charge for the provision of an international roaming call at wholesale level should be based on the average per-minute mobile termination rate calculated as an average of peak and off-peak rates for operators with significant market power, as such termination rates are already the subject of regulatory supervision in accordance with the 2002 regulatory framework for electronic communications and, therefore, should be determined by reference to the principle of cost-orientation.

2. The review shall in particular address the scope and impact of this Directive, including the extent of the increase in re-use of public sector documents, the effects of the principles applied to charging and the re-use of official texts of a legislative and administrative nature, as well as further possibilities of improving the proper functioning of the internal market and the development of the European content industry.
