11. s'inquiète du fait que les investisseurs étrangers demeurent confrontés à une bureaucratie frustrante au niveau local, le principal obstacle résidant dans le système procédurier d'approbation, selon lequel les demandes pouvant bénéficier d'une approbation automatique sont réduites au minimum, tandis que la majeure partie des demandes importantes sont approuvées au cas par cas; s'inquiète du fait que bon nombre de fonctionnaires continuent à pratiquer une discrimination de manière à favoriser les intérêts locaux; souligne que cette procédure d'approbation et d'octroi de licences a été critiquée dans certaines régions comme étant inéquitable et peu transparente, étant donné que la réglementation en la matière change de manière si exagérément fréquente qu'il peut être difficile de suivre les caprices du système; invite les pouvoirs publics au niveau des États et au niveau municipal à simplifier et à consolider les procédures de demande;

Is concerned that foreign investors still face frustrating bureaucracy at local level, where a big hurdle is the procedural system for approval under which applications that are eligible for automatic approval are kept to a minimum, while the bulk of large applications are approved on a case-by-case basis; is concerned that many officials continue to discriminate in favour of local interests; notes that this approval and licensing process has been criticised in some regions for being unfair and lacking transparency, with regulations changing so exasperatingly often that it can be difficult to keep up with the vagaries of the system; calls on state and municipal governments to simplify and consolidate the application procedures;
