Stéphane Bergeron propose, Que le projet de loi C-9 soit modifié par adjonction, après la ligne 35, page 1, du nouvel article suivant : " 2.2 Le paragraphe 24(7) de la même loi est remplacé par ce qui suit : (7) Le directeur du scrutin peut être révoqué par le directeur général des élections pour l'un ou l'autre des motifs valables suivants : a) il est incapable, notamment pour cause de maladie ou d'incapacité physique ou mentale, de s'acquitter d'une manière satisfaisante des fonctions que lui confère la présente loi; b) il ne s'est pas acquitté de façon compétente des fonctions que lui confère la présente loi ou n'a pas suivi les instructions du directeur général des élections visées à l'alinéa 16c); c) il n'a pas terminé la révision des limites des sections de vote situées dans sa circonscription conformément à l'instruction donnée en ce sens par le directeur général des élections en application du paragraphe 538(3); d) il a contrevenu au paragraphe (6), que ce soit ou non dans l'exercice" .
Stéphane Bergeron moved, That Bill C-9 be amended by adding after line 33 on page 1 the following new clause: " 2.2 Subsection 24(7) of the Act is replaced by the following: (7) The Chief Electoral Officer may remove from office any returning officer who (a) is incapable, by reason of illness, physical or mental disability or otherwise, of satisfactorily performing his or her duties under this Act; (b) fails to discharge competently a duty of a returning officer under this Act or to comply with an instruction of the Chief Electoral Officer described in paragraph 16(c); (c) fails to complete the revision of the boundaries of the polling divisions in their electoral district as instructed by the Chief Electoral Officer under subsection 538(3); or (d) contravenes subsection (6), whether or not the contravention occurs in the exercise of his or her duties under this Act" .

Queiró (PPE-DE ), in writing (PT) I voted in favour of the report by Mr Garriga Polledo (A6-0021/2004 ) on the draft general budget for 2005 (Section III), with amendments, because I agree with the main thrust of the evaluations and proposals contained therein, particularly where it states that ‘Budget 2005 shall reflect the following political priorities and objectives: Lisbon Strategy: given the desire for the EU budget to become an effective means of fostering economic growth, sustainable development and job creation; JHA: need for a European response to new challenges in connection with cooperation in immigration, asylum and migration, and terrorism and security matters; information policy: need to increase budgetary outlay in response to the low turnout at the last European elections, the forthcoming enlargements of the EU and the debate on a constitution for Europe; Cohesion policy: Budget 2005 must also continue to contribute to the cohesion as well as to the strengthening of the external role of the Union’.

DECISION DU CONSEIL relative à l'action commune, adoptée par le Conseil sur la base de l'article J.3 du traité sur l'Union européenne, concernant le soutien au processus de transition démocratique et multiracial en Afrique du Sud LE CONSEIL DE L'UNION EUROPEENNE, vu le traité sur l'Union européenne, et notamment son article J.3, vu les orientations générales du Conseil européen du 29 octobre 1993 qui retiennent comme domaine d'action commune le soutien au processus de transition démocratique et multiracial en Afrique du Sud par un programme coordonné d'assistance à la préparation des élections et à leur observation et par la mise en place d'un cadre de coopération propre à consolider les bases économiques et sociales de la transition, DECIDE : Article premier L'Union européenne met en oeuvre un programme coordonné d'assistance à la préparation et à l'observation des élections qui se dérouleront en Afrique du Sud le 27 avril 1994, en se fondant sur les éléments suivants : 1) l'assistance à la préparation des élections consistera à apporter des conseils, une assistance technique et une formation, ainsi qu'un soutien continu à l'éducation non partisane des électeurs, et à fournir un nombre important d'observateurs européens dans le cadre d'un effort international global coordonné par les Nations Unies ; 2) il est créé dès maintenant une "unité électorale européenne" en Afrique du Sud, selon les modalités qui figurent à l'annexe.
- - - COUNCIL DECISION on a joint action adopted by the Council on the basis of Article J.3 of the Treaty on European Union concerning support for the transition towards a democratic and multiracial South Africa THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article J.3 thereof, Having regard to the general guidelines issued by the European Council on 29 October 1993 which take up as an area for joint action support for the transition towards multiracial democracy in South Africa through a co- ordinated programme of assistance in preparing for the elections and monitoring them, and through the creation of an appropriate co-operation framework to consolidate the economic and social foundations of this transition, HAS DECIDED AS FOLLOWS: Article 1 The European Union shall implement a co-ordinated programme of assistance in preparing for the elections taking place in South Africa on 27 April 1994 and monitoring them, on the basis of the following factors: 1) assistance in preparing for the elections will cover the provision of advice, technical assistance and training, continued support for non- partisan voter education, and the provision of a substantial number of European observers as part of an overall international effort co- ordinated by the United Nations; 2) the establishment at this stage of a "European Electoral Unit" in South Africa in accordance with the procedures set out in the Annex.

Le paragraphe 56.1(2) proposé énonce ensuite la principale disposition du projet de loi : sous réserve du paragraphe 56.1(1), les élections générales ont lieu le troisième lundi d’octobre de la quatrième année civile qui suit le jour du scrutin de la dernière élection générale, la première élection générale suivant l’entrée en vigueur de l’article devant avoir lieu le lundi 19 octobre 2009 (Les dernières élections générales fédérales ont eu lieu le 23 janvier 2006).
The proposed section 56.1(2) then sets out the main provision of the bill. It states that, subject to subsection (1), each general election must be held on the third Monday of October in the fourth calendar year following polling day for the last general election, with the first general election after this section comes into force being held on Monday, 19 October 2009 (The last federal general election was held on 23 January 2006).
