Calls on the Commission to use all the tools at its disposal to foster a more coordinated approach vis-à-vis developed countries in order to promote greater reciprocity in tax matters, in particular with regard to the exchange of information with the United States of America following the entry into force of the Foreign Account Tax Compliance Act; calls also on the Commission, against the background of the agreement of 27 May 2015 between the EU and Switzerland on the automatic exchange of financial account information, to monitor carefully, with a view to preserving the single market, the agreed phasing out of some harmful tax practices in Switzerland, in line with BEPS guidelines, and that no new harmful tax measures are introduced in the future; calls on the Commission in its ongoing negotiations with Switzerland to suggest the introduction of controlled foreign companies rules in Swiss law; insists that the Commission must ensure that Switzerland follows the EU approach on taxation and report to Parliament;

Have decided to organise the meetings of the Mixed Committees, established by the agreement between the European Community and Iceland and Norway concerning the criteria and mechanisms for establishing the State responsible for examining a request for asylum lodged in a Member State or in Iceland or Norway, on the one hand, and the agreement between the European Community and the Swiss Confederation concerning the criteria and mechanisms for establishing the State responsible for examining a request for asylum lodged in a Member State or in Switzerland, on the other hand, jointly.

En conformité avec le règlement (CE, Euratom) no 1605/2002 du 25 juin 2002 et le règlement financier adopté par le Conseil d'administration de l'agence le 26 mars 2003, avec les dispositions du règlement (CE, Euratom) no 2343/2002 du 23 décembre 2002, ainsi qu'avec les autres réglementations auxquelles se réfère le présent accord, les contrats ou conventions conclus et les décisions prises avec des bénéficiaires établis en Suisse peuvent prévoir que des audits scientifiques, financiers, technologiques ou autres, peuvent être effectués à tout moment auprès d'eux et de leurs sous-traitants par des agents de l'agence et de la Commission ou par d'autres personnes mandatées par celles-ci.
1. In accordance with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 and the financial regulation adopted by the Management Board of the Agency on 26 March 2003, with Commission Regulation (EC, Euratom) No 2343/2002 of 23 December 2002 and with the other instruments referred to in this Agreement, contracts or agreements concluded and decisions taken with beneficiaries established in Switzerland may provide for scientific, financial, technological or other audits to be conducted at any time on the premises of the beneficiaries and of their subcontractors by Agency and Commission officials or by other persons mandated by the Agency and the Commission.

En ce qui concerne la Suisse, et sauf dans la mesure où elle instaure un échange d'informations sur les problèmes associés au retour des ressortissants de pays tiers autres que ceux qui ne remplissent pas ou ne remplissent plus les conditions prévues pour bénéficier d'un court séjour, applicables sur le territoire d'un État membre en vertu des dispositions de l'acquis de Schengen, la présente décision constitue un développement des dispositions de l'acquis de Schengen au sens de l'accord signé entre l'Union européenne, la Communauté européenne et la Confédération suisse sur l'association de la Confédération suisse à la mise en œuvre, à l'application et au développement de l'acquis de Schengen , qui relèvent des domaines visés à l'article 1er, points A), B), C) et E), de la décision 1999/437/CE lu en liaison avec l'article 4, paragraphe 1, des décisions 2004/849/CE du Conseil du 25 octobre 2004 et 2004/860/CE du Conseil du 25 octobre 2004 relatives à la signature, au nom de l'Union européenne de la Communauté européenne, respectivement, et à l'application provisoire de certaines dispositions dudit accord.
As regards Switzerland, except insofar as it establishes an exchange of information on the problems associated with the return of third-country nationals other than those who do not fulfil or who no longer fulfil the conditions for a short stay applicable within the territory of a Member State by virtue of the provisions of the Schengen acquis, this Decision constitutes a development of the provisions of the Schengen acquis within the meaning of the Agreement signed between the European Union, the European Community and the Swiss Confederation concerning the implementation, application and development of the Schengen acquis , which fall within the areas referred to in Article 1, points A, B, C and E of Decision 1999/437/EC read in conjunction with Article 4(1) of Council Decision 2004/849/EC of 25 October 2004 and of Council Decision 2004/860/EC of 25 October 2004 on the signing of that Agreement on behalf of the European Union and the European Community, respectively, and on the provisional application of certain provisions thereof.

Compte tenu de la situation géographique de la Suisse, au beau milieu du bloc continental de l'UE, il est inévitable que les entités suisses, tant les personnes physiques que les entreprises, se trouvent impliquées dans des affaires qui touchent les États membres de l'UE, telles que la contrebande de cigarettes, la fraude à la TVA et d'autres types de criminalité en col blanc, qui ont de nature essentiellement transfrontalière.
Due to Switzerland's geographic location, in the middle of the EU landmass, Swiss entities - both personal and corporate - cannot avoid being involved in cases which involve EU member states like cigarette smuggling, VAT and customs fraud, or other types of white collar crime which are essentially cross-border by nature.

L'accord entre la Communauté européenne et ses États membres, d'une part, et la Confédération suisse, d'autre part, pour lutter contre la fraude et toute autre activité illégale portant atteinte à leurs intérêts financiers devrait servir de modèle pour la conclusion d'accords avec d'autres pays tiers à condition que son champ d'application puisse être étendu à l'avenir dans le sens évoqué plus haut.
The Agreement between the European Community and its Member States and the Swiss Confederation to counter fraud and all other illegal activities affecting their financial interests should serve as model for conclusion of agreements with other third countries, provided that scope is left for further enhancements in the future along the lines set out above.
