TRADUCTIONS EN CONTEXTE

93. déplore vivement l'escalade militaire récente et l'aggravation de la situation humanitaire à Gaza, tout en étant pleinement sensible à la situation de la population civile du sud d'Israël; exhorte toutes les parties à mettre pleinement en œuvre la résolution 1860 (2009) du Conseil de sécurité de l'ONU afin de parvenir à un cessez-le-feu permanent; souligne la nécessité urgente d'une responsabilisation réelle en cas de violation du droit humanitaire international; se félicite à cet égard de la décision du CDHNU de constituer une mission d'enquête indépendante chargée d'enquêter sur les crimes de guerre et les violations graves des droits humains par toutes les parties au récent conflit à Gaza; prie instamment toutes les parties de coopérer avec les enquêteurs sur les droits humains des Nations unies; prend acte de l'engagement pris le 27 janvier 2009 par le Conseil "Relations extérieures" de suivre attentivement cette enquête et demande à la Commission de se prononcer, en étroite consultation avec les États membres, sur les mesures à prendre lorsque les conclusions de l'enquête seront disponibles;
93. Strongly deplores the recent military escalation and the further deterioration of the humanitarian situation in Gaza, expressing at the same time its unconditional sympathy for the civilian population in southern Israel; urges all parties to fully implement UN Security Council resolution 1860 (2009) with a view to securing a permanent ceasefire; underlines the urgent need for effective accountability in cases of violations of international humanitarian law; welcomes in this regard the decision of the UNHRC to appoint an independent fact-finding mission to investigate war crimes and serious human rights violations by all sides during the recent conflict in Gaza; urges all parties to cooperate with the UN human rights investigators; takes note of the commitment of the External Relations Council of 27 January 2009 to follow those investigations closely and asks the Commission to decide, in close consultation with the Member States, on the further action to be taken once the findings are known;

1. réitère sa demande à la haute représentante de l'Union pour les affaires étrangères et la politique de sécurité et aux États membres d'œuvrer en faveur de l'établissement d'une position commune ferme de l'Union européenne concernant la suite donnée au rapport de la mission d'établissement des faits sur le conflit à Gaza et dans le sud d'Israël, demandant expressément la mise en œuvre de ses recommandations et l'établissement des responsabilités pour toutes les violations du droit international, y compris les cas allégués de crimes de guerre, et exhortant les deux parties à mener des enquêtes qui satisfassent aux normes internationales d'indépendance, d'impartialité, de transparence, de rapidité et d'efficacité, conformément aux résolutions adoptées par l'Assemblée générale des Nations unies le 5 novembre 2009 et le 26 février 2010, et souligne que le respect du droit international relatif aux droits de l’homme et du droit humanitaire international par toutes les parties et dans toutes les circonstances constitue une condition sine qua non de l'instauration d'une paix juste et durable au Proche-Orient;

Reiterates its call on the High Representative of the Union for Foreign Affairs and Security Policy and the Member States to work towards a strong EU common position on the follow-up to the Fact-Finding Mission report on the conflict in Gaza and southern Israel, publicly demanding the implementation of its recommendations and accountability for all violations of international law, including alleged war crimes, and urging both sides to conduct investigations that meet international standards of independence, impartiality, transparency, promptness and effectiveness, in line with the United Nations General Assembly resolutions adopted on 5 November 2009 and 26 February 2010, and stresses that respect for international human rights law and international humanitarian law by all parties and under all circumstances is an essential precondition for achieving a just and lasting peace in the Middle East;

5. se félicite du rapport Goldstone sur le conflit à Gaza et dans le sud d'Israël; demande aux États membres de l'Union d'œuvrer à l'établissement d'une position commune ferme de l'Union européenne sur la suite donnée au rapport Goldstone, en demandant publiquement que des comptes soient rendus sur les allégations de crimes et en exhortant Israël à mener des enquêtes qui satisfassent aux normes internationales d'indépendance, d'impartialité, de transparence, de rapidité et d'efficacité, conformément à la résolution A/RES/64/10 de l'Assemblée générale des Nations unies; estime que le processus de paix au Proche-Orient ne saurait progresser sans responsabilité ni justice, et que les investigations menées jusqu'à présent ne satisfont pas à ces exigences; invite l'Union européenne à inclure le suivi du rapport Goldstone dans les dialogues qu'elle mène avec Israël;
5. Welcomes the Goldstone Report on the conflict in Gaza and Southern Israel; calls on the EU Member States to work towards a strong EU common position on the follow-up to the Goldstone Report, publicly demanding accountability for the alleged crimes and urging Israel to conduct investigations that meet international standards of independence, impartiality, transparency, promptness and effectiveness, in line with UN General Assembly Resolution A/RES/64/10; considers that, while there can be no efficient Middle East peace process without accountability and justice, the investigations initiated so far fail to meet those requirements; calls on the EU to make the follow-up to the Goldstone Report part of the EU’s dialogues with Israel;
