Notes the Commission replies on the progress made in implementing the Galileo project: four Galileo In-Orbit Validation (IOV) satellites were successfully launched in 2011 and 2012, the Galileo In-Orbit Validation phase was successfully concluded in 2014, the system design, the performance targets and the baseline for system operation were successfully confirmed, the ground infrastructure, with many ground stations worldwide, has been completed for the initial operations, the Galileo Search-and-Rescue capability of the IOV-satellites was successfully demonstrated, the launch of two satellites (no. 5 and 6) on 22 August 2014 resulted in an injection of these satellites into incorrect orbit, and since December 2014 the satellites have been gradually moved to a more favourable orbit to allow their best possible use, and the testing of the satellites' navigation payload is on-going; expects to be informed about additional costs for these unforeseen measures;

GMES ne peut être mis en œuvre avec succès qu'à condition d'échanger des données d'observation équivalentes dans le cadre de mécanismes de coopération et de partager ainsi le coût de l'infrastructure d'observation avec des partenaires extérieurs à l'UE.
GMES cannot be successfully implemented without exchanging equivalent observation data through cooperation schemes, thereby sharing the cost of observation infrastructure with non-EU partners.

Dans la continuité du succès obtenu avec les stratégies de «spécialisation intelligente», les initiatives concrètes lancées à ce niveau (en matière d’infrastructures, de formation, de recherche et d’innovation) devraient donc prendre en compte les effets des restructurations à venir.
In the vein of successful ‘smart specialisation’ strategies, policy initiatives at that level (on infrastructure, training, research and innovation) should therefore take into account the effects of forthcoming restructuring.

Il conviendrait de mettre davantage l’accent sur une affectation appropriée des ressources, au bénéfice non seulement de groupes spécifiques mais de certaines zones défavorisées: dans ce contexte, il importerait de renforcer les stratégies intégrées de lutte contre la pauvreté et de permettre les investissements des fonds dans les infrastructures sociales afin d’assurer le succès des mesures de politique sociale soutenues par le FSE.
More emphasis should be placed on well targeting of resources not only on specific groups, but also on certain deprived areas: in this context, integrated approaches to fight poverty should be stepped up and allow for investment by the funds in social infrastructure when necessary for the successful implementation of social policy measures underpinned by the ESF.

With the successful establishment of seven ERICs by May 2014 and the perspective of having some 15 ERICs in place by the end of 2015, it can be concluded that the take-up of the legal framework i.e. number of new or upgraded European infrastructures using the ERIC has gained momentum and is successful.

Dernier point que je souhaiterais particulièrement aborder ici : la conférence des donateurs, qui a connu un très grand succès - je remercie le président du Conseil mais aussi, en particulier, le commissaire pour avoir contribué au succès de cette conférence -, s'est concentrée avant tout sur les infrastructures matérielles et nous en avons besoin également en Europe du Sud-Est.
There is a final point I would particularly like to address: the donor conference, which was highly successful – I am grateful to the President-in-Office of the Council, but I would particularly like to thank the Commissioner, both of whom helped to make the donor conference a success – concentrated above all on material infrastructure, and indeed that is what we need in South-Eastern Europe.
