R: La stratégie de sécurité maritime de l’UE devrait avoir pour principaux objectifs: 1) de déterminer et de présenter les principaux intérêts maritimes stratégiques de l'UE; 2) d'identifier et de présenter les menaces, les défis et les risques maritimes pour les intérêts maritimes stratégiques de l’UE; et 3) d'organiser la réponse, c’est-à-dire définir les objectifs stratégiques communs, les principes communs et les domaines d'intérêt commun qui constituent le pilier du cadre stratégique conjoint afin d'assurer la cohérence entre les diverses et nombreuses politiques et stratégies maritimes spécifiques.
A: The main aims of an EU Maritime Security Strategy should be: (1) to identify and articulate the main strategic maritime interests of the EU; (2) to identify and articulate the maritime threats, challenges and risks to the strategic maritime interests of the EU; and (3) to organise the response, i.e. provide the common policy objectives, common principles and areas of common support as the backbone of the joint strategic framework in order to create coherence for the diverse and wide array of sector specific maritime policies and strategies.

5. The Commission has taken the initiative of publishing a Green Paper that seeks to lay down a common strategic framework for research and innovation funding after 2013, combining the European programmes – namely the Research Framework Programme (FP), the European Institute of Technology (EIT), and the Competitiveness and Innovation Framework Programme (CIP) – with the structural/cohesion funding allocated for research and innovation.

Participation around strategic objectives The breakdown of proposals by technological or industrial objective shows the significance of the programme for the tranpsort industry and the materials industry (the automobile industry having 18% and the materials engineering industry having 17% of the projects selected). This is reflected in the potential grouping of projects around common strategic objectives, as recommended in the call for proposals.

7. EMPHASISES the need for initiatives to mobilise efforts to address a wide range of strategically important issues for Europe’s future growth, competitiveness and sustainable development by bringing together key stakeholders around common strategic research agendas thus clustering RD capacity in Europe and stimulating private-public interaction; ACKNOWLEDGES that the majority of such strategic research agendas should be industry-driven and could be supported by the existing international and Community instruments, including the Framework Programme; RECOGNISES that in a limited number of cases, more substantial public-private partnerships may be required;
