In particular, the Commission should be empowered to adapt the list of customs procedures or customs-approved treatment or use which determine an export or import for external trade statistics; to adopt different or specific rules for goods or movements which, for methodological reasons, call for specific provisions; to adapt the list of goods and movements excluded from external trade statistics; to specify the data sources other than the customs declaration for records on imports and exports of specific goods or movements; to specify the statistical data, including the codes to be used; to establish requirements for data related to specific goods or movements; to establish requirements on the compilation of statistics; to specify the characteristics of samples; to establish the reporting period and the level of aggregation for partner countries, goods and currencies; and also to adapt the deadline for transmitting statistics, content, coverage and revision conditions for statistics already transmitted; and to establish the deadline for transmitting statistics on trade by business characteristics and statistics on trade broken down by invoicing currency.

In order to enhance trust in European statistics, the national statistical authorities should in each Member State, as should the Community statistical authority within the Commission, enjoy professional independence and ensure impartiality and high quality in the production of European statistics, in accordance with the principles laid down in Article 285(2) of the Treaty as well as the principles further elaborated in the European statistics Code of Practice endorsed by the Commission in its Recommendation of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities (incorporating the European statistics Code of Practice).

Au vu de ce qui précède, le Conseil invite : - les Etats membres et leurs services statistiques à accorder une attention particulière aux exigences de la coopération dans le domaine du développement des statistiques comparées en matière d'éducation et de formation dans l'Union européenne et au-delà ; - la Commission européenne à faire progresser rapidement, en coopérant étroitement avec les Etats membres, le développement des statistiques relatives à l'éducation et à la formation dans le respect des priorités précitées et du programme quinquennal dans le domaine des statistiques ; - les responsables des services statistiques au niveau de l'Union (EUROSTAT) et le groupe "Statistiques en matière d'éducation" à faire avancer les travaux de développement nécessaires pour offrir des données de qualité comparables et aussi récentes que possible, en tenant compte des banques de données et des instruments existants et dans le respect du principe d'une collecte décentralisée des données".
Having regard to the foregoing, the Council requests: - the Member States and their statistical offices to pay particular attention to the need for cooperation when developing further comparative education and training statistics in the European Union and beyond; - the European Commission in close cooperation with the Member States to expedite the development of education and training statistics in the light of the priorities set out above and the five-year Statistical Programme; - those responsible for the statistical services at Union level (Eurostat) and the Working Party of Education Statistics to expedite the necessary development work to ensure supply of quality data which is comparable and as up-to-date as possible, account being taken of the data bases and instruments already in existence and observing the principle of data collection organized on a decentralized basis".

Par conséquent, sur proposition de M. Schmidhuber, la Commission définit ainsi les objectifs de sa politique en matière d'information statistique : - mettre en place une infrastructure statistique nécessaire au bon fonctionnement du grand marché, - élargir le champ des statistiques communautaires afin de couvrir de nouveaux domaines d'actions politiques et d'intérêt public, - promouvoir l'adoption de normes statistiques européennes, - éliminer les barrières entre les systèmes nationaux de statistiques. Dans la Communauté, 1% seulement des ressources publiques destinées au développement statistique est contrôlé par la Commission.
In consequence, on a proposal of Mr Schmidhuber, the Commission lays down the following aims of its statistical information policy: - to put into place a statistical infrastructure which would support the working of the internal market; - to extend the scope of Community statistics to cover areas of new policy initiatives and of public interest; - to promote the adoption of European statistical standards; - to eliminate the barriers between national statistical systems (*) COM(88) 248 Only 1 % of the public resources for statistical development in the Community are controlled by the Commission.
