La Commission européenne a annoncé aujourd'hui l'octroi de 14,3 millions d'euros supplémentaires pour soutenir les pays touchés par des catastrophes naturelles et investir dans la réduction des risques de catastrophe et la résilience en Amérique latine et dans les Caraïbes en 2017.
The European Commission has today announced new funding of €14.3 million to support countries affected by natural disasters and invest in disaster risk reduction and resilience in Latin America and the Caribbean in 2017.

Lors de la réunion ministérielle UE-CELAC qui s'est tenue à Saint-Domingue les 25 et 26 octobre 2016, l'Union européenne a annoncé de nouveaux programmes d'un montant de plus de 74 millions d'euros pour soutenir le développement durable en Amérique latine (30 millions d'euros) et dans les Caraïbes (44,2 millions d'euros).
During the EU-CELAC ministerial meeting held in Santo Domingo on 25-26 October 2016, the European Union is announcing new programmes of over €74 million to support sustainable development in Latin America (€30 million) and the Caribbean (€44.2 million).

During the EU-CELAC ministerial meeting held in Santo Domingo on 25-26 October 2016, the European Union announced new programmes to support sustainable development in Latin America and the Caribbean amounting to over €74 million.

14. souligne l'importance du soutien de l'UE en vue de l'intégration de l'Amérique latine; souligne l'absence de politique globale de l'UE et d'approche régionale à l'égard de l'Amérique latine pour soutenir la coopération Sud-Sud, ainsi que l'absence de lignes directrices stratégiques claires de l'UE relatives à la coopération Sud-Sud et à l'association interrégionale en vue de la création d'espaces autonomes pour la coordination et la coopération politique entre les pays d'Amérique latine sans intervention de l'Europe ni de l'Amérique du Nord;

Underlines the importance of EU support for integration within Latin America; emphasises the absence of a comprehensive EU policy and a regional approach to Latin America in support of South-South cooperation (SSC), and the lack of clear EU policy guidelines in regard to SSC and interregional association aiming at the creation of autonomous spaces for coordination and political cooperation among Latin American countries, without European or North American involvement;

71. souligne la nécessité de promouvoir sans délai la construction d'infrastructures en Amérique latine pour soutenir les taux élevés de croissance actuels et favoriser l'inclusion sociale; recommande l'utilisation d'instruments tels que la LAIF pour soutenir des projets d'infrastructure dans les domaines des transports, de l'énergie et des télécommunications, vu que les investissements actuellement consentis par les pays latino-américains dans ces domaines sont loin d'être suffisants; rappelle que l'utilisation de l'AOD pour ces projets doit être justifiée par leur contribution à la réduction de la pauvreté, à la promotion de la cohésion sociale et à la fourniture de services publics de qualité à la population;
71. Underlines the urgent need to foster the construction of infrastructure in Latin America in order to sustain the current high rates of growth and encourage social inclusion; recommends the use of instruments such as the LAIF to support transportation, energy and telecommunications infrastructure projects, since the current investment by Latin American countries in these areas is very far below what is necessary; recalls that the use of ODA for these projects must be justified based on their contribution to reducing poverty, fostering social cohesion and the provision of high-quality public services for the population;

11. se félicite du fait qu'en Amérique latine, des formes nouvelles et ambitieuses de coopération économique liées aux politiques socio-économiques sont en train d'être explorées; appelle la Commission à soutenir ces approches d'intégration sud-sud et à éviter d'insérer dans les accords commerciaux de l'Union des clauses qui pourraient compromettre leurs retombées positives;
11. Welcomes the fact that in Latin America new and ambitious forms of economic cooperation which are linked with socio-economic policies, are being explored; calls on the Commission to support such approaches to South-South integration and to avoid clauses in EU trade agreements that would undermine the positive effects of the respective integration approaches;

32. se félicite des efforts déployés en matière d'égalité hommes-femmes, demande que ces efforts soient renforcés, recommande le développement de politiques de coopération UE-Amérique latine qui encouragent le renforcement du statut juridique des femmes, l'égalité d'accès à l'éducation et au travail ainsi que l'exercice des droits de l'homme et des droits sociaux, et invite les gouvernements et les organisations de coopération concernées à soutenir ces initiatives par des moyens humains, financiers et techniques appropriés;
32. Welcomes the efforts made with regard to gender equality, and asks for these to be stepped up; recommends the development of EU-Latin America cooperation policies which promote the strengthening of the legal status of women and equal access to education employment and to human and social rights, and calls on the governments and cooperation bodies concerned to support those initiatives with the appropriate human, financial and technical resources;

Backs the Commission's proposals intended to support territorial integration in Latin America and interconnection of its various infrastructure networks, especially where energy, water, transport, telecommunications, and research are concerned; urges the European Investment Bank (EIB) to provide substantial aid under the heading of the "Latin America facility" referred to below;
