– (ES) Monsieur le Président, à une époque de tensions sociales majeures, nous ne pouvons qu’accueillir chaleureusement l’accord de dialogue social en Espagne entre le gouvernement, les syndicats et les employés.
– (ES) Mr President, at a time of major social tension, we can only warmly welcome the major social dialogue agreement in Spain between the government, the unions and employers.

Je souscris pleinement à ce rapport, car il révèle clairement la participation de toutes les administrations espagnoles, du gouvernement central jusqu’aux autorités locales en passant par les gouvernements régionaux autonomes, au développement d’un modèle économique reposant sur la spéculation urbaine, qui s’est avéré désastreux pour l’environnement, l’économie et le développement social en Espagne.
I fully support this report because it clearly reveals the involvement of all the Spanish administrations, from central government to the autonomous regional governments, to the local authorities, in developing an economic model based on urban speculation, which has been devastating for the environment, the economy and social development in Spain.

Comme indiqué dans la réponse à la question orale (H-0769/07 ) concernant le rapport de la Cour des comptes de la communauté autonome de Navarre «Fonds communautaires reçus par la Navarre – Région du Fonds social 1997-2003», la Commission a demandé à l’autorité de gestion du Fonds social européen en Espagne (UAFSE) des informations complémentaires sur le contenu du rapport et sur les mesures nécessaires pour remédier aux irrégularités relevées par la Cour des comptes de Navarre.
As indicated in the reply to the oral question (H-0769/07 ) regarding the report of the Court of Auditors of the Autonomous Community of Navarre "Funds received in Navarre from the European Union – Social Fund Area 1997-2003", the Commission has asked the Managing Authority of the European Social Fund in Spain (UAFSE) for additional information on the content of the report and on the measures to remedy the irregularities detected by the Court of Auditors of Navarre.

Ma question, Madame la Présidente, est la suivante : pourquoi la Commission et, dans le cas présent, le Conseil, ne défendent pas majoritairement et pour des raisons sociales l'Espagne et, concrètement, une région objectif 1comme la Galice, donc plus nécessiteuse et dont les pêcheurs travaillaient traditionnellement dans ces eaux qui aujourd'hui sont communes.
Madam President, my question is why does the Commission, and in this case the Council, by a majority and for social reasons, not defend Spain, and specifically a region such as Galicia, which is an Objective One region and is therefore more needy, and whose fishermen traditionally fished in those waters which are now common.

(2) The second strand of policy followed by Member States refers to the possibility to combine the receipt of the benefit entitlement with earnings from work (labour supply channel) by allowing the following: (i) combination of part-time or full-time job with partial unemployment benefit or unemployment assistance (Spain, Ireland, Portugal) or with a wide range of other social benefit schemes such as normal and specific unemployment benefits, RMI, lone-parent allowance, ASS and disabled adult allowance (France); and (ii) incentives to start-up business or to encourage self-employment by allowing to receive the unemployment benefit in a lump sum payment (Spain).
