1. juge qu'il est regrettable que l'examen à mi-parcours du sixième programme d'action communautaire pour l'environnement ait connu un retard de quasiment un an et déplore le fait que, dans l'ensemble, l'Union européenne (UE) ne respecte pas le calendrier du programme de mise en œuvre des mesures prévues dans le programme d'action, contrairement à ce que la Commission prétend dans son examen à mi-parcours; rappelle qu'à la différence de son prédécesseur, le sixième programme d'action communautaire pour l'environnement a été adopté selon la procédure de codécision, conformément à l'article 251 du traité CE; demande à l'UE de faire tout ce qui est en son pouvoir pour atteindre les objectifs arrêtés au titre du sixième programme d'action communautaire pour l'environnement, car si elle n'y parvenait pas, sa crédibilité en serait entamée, notamment aux yeux des citoyens que l'état de l'environnement préoccupe;

Considers it regrettable that the mid-term review of the Sixth Environment Action Programme has been delayed by almost a year and deplores the fact that, on the whole, the European Union is not on schedule with the implementation of the measures planned in the Action Programme, contrary to what the Commission claims in its own mid-term review; recalls that, unlike its predecessor, the Sixth Environment Action Programme was adopted under codecision, pursuant to Article 251 of the EC Treaty; calls for the EU to do everything in its power to attain the objectives agreed in the Sixth EAP, as failure to attain them would damage the EU's credibility, inter alia in the eyes of members of the public who are concerned about the state of the environment;

Emphasises the fundamental link between an efficient environmental policy and improved quality of life and, in this connection, highlights the importance of the regional dimension in the implementation of the Sixth EAP, especially in actions concerning the mitigation of and adaptation to climate change; highlights the importance of campaigns to raise public awareness of the objectives of the Sixth EAP and its implementation process;

(10) Conformément à l'article 166, paragraphe 1, du traité, il y a lieu de déterminer les objectifs scientifiques et technologiques et de fixer les priorités correspondantes des actions envisagées, le montant global maximal et les modalités d'une participation financière de la Communauté au sixième programme-cadre, ainsi que les quotes-parts respectives de chacune des actions envisagées et d'indiquer les grandes lignes de ces actions qui seront mises en oeuvre conformément à l'objectif de protection des intérêts financiers de la Communauté.
(10) In accordance with Article 166(1) of the Treaty, it is necessary to establish the scientific and technological objectives and to fix the relevant priorities for the activities envisaged, the maximum overall amount, the detailed rules for Community financial participation in the sixth framework programme, as well as the respective shares in each of the activities envisaged, and to indicate the broad lines of the activities in question, which will be implemented in compliance with the objective of protecting the Community's financial interests.

Dans l’ensemble, on peut dire que le sixième programme d’action communautaire pour l’environnement poursuit l’action communautaire au-delà des objectifs du cinquième programme, même si des critiques ont été émises au sujet du fait que la préparation du sixième programme a été entamée alors qu’il n’avait pas été procédé à une analyse suffisante des résultats du cinquième programme d’action pour servir de base à cette préparation.
All in all it can be said that the Sixth Environment Action Programme is a continuation of the Fifth Action Programme, although it has been criticised because when drafting of the Sixth Action Programme began, insufficient analysis of the Fifth Action programme had been completed as a basis.
