Stresses that the right to health is a human right, and calls for the parties involved in an armed conflict to guarantee the availability, accessibility, acceptability and quality of medical services during armed conflicts; calls for a global commitment to ensuring that women and girls are safe from the start of every emergency or crisis by addressing the risk of sexual and gender-based violence, by raising awareness, by taking steps to prosecute the perpetrators of such violence, and by ensuring that women and girls have access to the full range of sexual and reproductive health services, including safe abortions, in humanitarian crises, rather than perpetuating what amounts to inhumane treatment, as required by international humanitarian law and as foreseen in the Geneva Conventions and their Additional Protocols.

Recalls the position taken in the EU Guidelines that consideration will be given, where appropriate, to drawing on the services of the International Humanitarian Fact-Finding Commission (IHFFC), established under Additional Protocol I to the Geneva Conventions of 1949, which can assist in promoting respect for IHL through its fact-finding capacity and its good offices function; regrets that the services of the IHFFC have not been used, and calls on the involved parties to consider its activation; calls on all the Member States to recognise the competence of the IHFFC.

The Union's humanitarian aid is delivered in situations where other instruments related to development cooperation, crisis management and civil protection may operate. The EU Aid Volunteers initiative should work in a coherent and complementary manner and avoid overlaps with relevant Union policies and instruments, in particular with the Union's humanitarian aid policy, development cooperation policy and the Union Civil Protection Mechanism established by Decision No 1313/2013/EU of the European Parliament and of the Council , the Emergency Response Coordination Centre established by that Decision and with the European External Action Service (EEAS) and the EU Delegations in order to coordinate the Union's response to humanitarian crises in third countries.

Considers that, with regard to cooperation with partners, ECHO must maintain a flexible approach, taking into account the relevant capacities of the organisations involved and avoiding encouraging cooperation with a limited number of major partners; supports the incorporation of international humanitarian law and human rights into the design and implementation of humanitarian aid, placing particular emphasis on the fundamental rights of women and children; stresses, however, that incorporating this dimension by no means amounts to introducing any conditionality on humanitarian aid; asks the Commission to coordinate the activities of the humanitarian aid and human rights departments and to promote cooperation with NGOs in this field;
