Takes the view that the third pillar of the European Semester, dedicated to Single Market integration, should be aimed at identifying priority policies and measures for stimulating and revitalising the real economy; considers that this aim will only be achieved effectively if all EU institutions consistently share and support it; encourages, for this reason, a focused organisation of the work of the Competitiveness Council so that it is explicitly devoted to feeding those priorities of relevance to the real economy into the European Semester;

Regrets the absence of a wide, credible and frank public debate on the European Semester process; believes that this absence is at odds with national practices, where economic policy orientations are openly and democratically debated; warns, in particular, against setting up the Annual Growth Survey as a bureaucratic measure which lacks the approval of the European Parliament, and underlines the need for a democratisation of the European Semester through stronger roles for both national parliaments and the European Parliament in all phases of the European Semester; recalls the EP’s proposal that the EU institutions agree on an interinstitutional agreement; recalls that Article 13 of the Treaty on ‘Stability, Coordination and Governance in the EMU’ provides for the organisation of a parliamentary conference of the relevant committees of the EP and representatives of national parliaments; emphasises that the EP Budget Committee is one of the above-mentioned relevant EP committees;

Recalls the need to ensure that the financing of the Europe 2020 objectives is duly taken into account in the annual budgets of the EU and of the Member States; stresses that the most simple, democratic, European and efficient way of achieving this objective is to organise at the beginning of every European Semester an interparliamentary debate on the common budgetary orientations of the Member States and the Union; believes that such a debate, while helping to reduce duplicated structures significantly, would at the same time allow the Member States to take more account of the European dimension in their draft budgets and enable the European Parliament to take better account of national concerns;
